LANIER REZONING REQUEST #2026-00022040 The Randolph County Planning Board will hold a duly published and notified Page 2 of 6 9/8/2026 legislative hearing on the request by Donald Lanier, Asheboro, NC, and their request to rezone 24.93-acres on Tot Hill Farm Rd, Cedar Grove Township, Tax ID #7629335301 & 7629329987, Secondary Growth Area and Rural Growth Area, CS-CD - Community Shopping - Conditional District. The applicant desires to rezone the property to RA-Residential Agricultural District for residential use. Heinzer presented the case. The chair opened the public hearing. Donald Lanier, 6048 Sandy Creek Church Rd, said the property was zoned for Hwy Commercial, and he hasn't had anyone interested in putting a business on the property. It may be the lack of water and sewer that is keeping it away. I want to combine these two parcels and rezone them to Residential Agricultural for site-built homes in the future. Pell asked if the Board had any other questions. Davis asked if there was a site plan. Lanier said no, since it is a straight rezoning request. If we want to develop this in the future, we will have to come back before the Board with a site plan. With no other questions, Pell closed the public hearing. On the motion of Austin, seconded by Beeson, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. ELIEEN PROPERTIES LLC REZONING REQUEST #2026-00022038 The Randolph County Planning Board will hold a duly published and notified legislative hearing on the request by Brandon Clubb, Thomasville, NC, and his request to rezone 14.06 acres on Southwest St, Trinity Township, Tax ID #6799309736, Primary Growth Area, RM - Residential Mixed District and RA - Residential Agricultural District to LI-Light Industrial District. (Property Owner: Eileen Properties LLC) Heinzer presented the case. Angela Cranford, 118 Trindale Rd, speaking on behalf of the property owner, said that this rezoning request was needed for natural expansion since the owners own two other parcels above this parcel. They wanted to go ahead and get this rezoned for future expansion. Page 3 of 6 9/8/2026 Davis said that this light industrial request is open-ended. Hedrick agreed, saying this area has a lot of light industrial but also residential too. Pell asked if the Board had any other questions. Pell closed the public hearing. Cable said this area is a hodgepodge and always has been. People never know if they are in Randolph County or Guilford County. Hedrick said there is a lot of residential and industrial zoning in this area, and he doesn't think changing this zoning will make a difference. Hedrick also said that this request is for light industrial, not heavy. Cable stated he thinks this zoning change will put it more in line with where it needs to be, if anything, and this would help the area. On the motion of Hedrick, seconded by Beeson, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. RANDOLPH BUILDING SUPPLY LLC REZONING REQUEST #2026-00022034 Randolph Building Supply LLC, Randleman, NC, is requesting to rezone 10.01 acres at 1987 Old Plank Rd, Tax ID #7745467526, Primary Growth Area and Secondary Growth Area, from RA - Residential Agricultural District, RR - Residential Restricted, HC - Highway Commercial District to CVOE-CD - Conventional Subdivision Overlay Exclusive - Conditional District. The proposed Conditional Zoning District would specifically allow two new lots for a major subdivision for site-built and conventional modular homes, as per the site plan. Heinzer presented the case. The chair opened the public hearing. Dan Tanner, 154 B S Fayetteville St, spoke on behalf of the property owner. We cut out two lots a couple of years ago; since we are creating a third and fourth lot, it makes it a major subdivision. At this time, there is no plan for the seven-acre tract, but if we decide to develop it, we will have to come back to the Board for approval. Davis asked what the zoning for tract one was. Tanner said RA, RR, and HC that creeps in the corner of the property. Page 4 of 6 9/8/2026 Beeson asked if the driveway was going to be off Old Plank Rd and if there was a reason, it wouldn't be off HWY 311. Tanner said he wasn't sure why the property owner did that. Hedrick asked if there was a pole barn on the property. Tanner said he hasn't confirmed if its still there or not but he knows the county doesn't allow accessory buildings on parcels without a primary structure. Davis asked if there was a current plan for the seven-acre tract and if the zoning change was the only thing he was requesting. Tanner said there are no plans for the seven-area tract and if he wants to develop it, he is aware he will have to come back before the Board. Hedrick asked if there was a creek on the property because it looks like it on the ariel map, but it is not marked on the plat. Tanner said he thinks it's just a ditch. Pell asked if there was any other questions. Kelly Peacock, 1982 Old Plank Rd, spoke in opposition to the request. She said that she has lived there for six years and there has been a lot of development. She attended the NIMS meeting and the builder was not there, just Dan Tanner speaking on his behalf. She asked how many more lots were going to be out there and why all ten acres had to be rezoned. She is just trying to understand what is coming across the street from her house. What does changing the zoning to CVOE-CD mean? Henzier stated that since a previous division had been made, and they were creating two new lots, that is why the zoning is being changed to CVOE-CD for the major subdivision. Anything else that would be divided in the future will require the applicant to come back before the Planning Board for approval before anything can be done. Pell asked if anyone else had questions. On the motion of Cable, seconded by Thompson, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. CAMPBELL REZONING REQUEST #2026-00022021 H. R. Gallimore, Asheboro, NC, is requesting to rezone 4.73 acres on Staley Farm Rd, Tax ID #7669430104, Secondary Growth Area and Primary Growth Area, from RA - Residential Agricultural District and RE - Residential Exclusive District to CVOE-CD - Conventional Subdivision Overlay Exclusive - Conditional District. The proposed Conditional Zoning District would specifically allow three new lots for site-built homes only, as per the site plan. Property Owner: Bonita Campbell Page 5 of 6 9/8/2026 Heinzer presented the case. Pell opened the public hearing. Larry McKenzie, 1095 Bunting Rd, said he is looking to develop this into three lots for three-bedroom, two-bathroom site-built homes. Pell asked the board if they had any questions. Davis asked what was between the Hwy and the property line. McKenzie said that it was the DOT right-of-way. Mckenzie said that two driveways would be off Red Wolf and one driveway would be off Staleys Farm Rd. Pell asked if there were any more questions. H. R. Gallimore spoke in support of this rezoning request, saying that Larry builds workforce houses that people can afford and he is not trying to squeeze houses on small lots. Davis asked what a workforce house was. Gallimore said something people can afford to pay for. The Chair closed the public hearing for discussion among the Board members and a possible motion. Beeson said this seems straightforward. On the motion of Beeson, seconded by Cable, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. UPDATES TO THE RANDOLPH COUNTY WATERSHED PROTECTION ORDINANCE Updates to the Randolph County Watershed Protection Ordinance On the motion of Beeson, seconded by Cable, with a vote of 7-0, the Planning Board voted to table this request until the next Planning Board meeting. 6.
