At 5:50 p.m., the Board, already in closed session on another matter, began discussion on a
different matter to discuss matters relating to the location or expansion of business in the area, pursuant
to NCGS 143-318.11(a)(4). Commissioners Holmes, Kemp, Frye, Lanier, and Haywood were present,
as well as County Manager Richard Wells; Cheryl Ivey, Clerk to the Board; Alan Pugh, County
Attorney; Aimee Scotton, Associate County Attorney; Will Massie, Assistant County Manager/Finance
Officer; and Bonnie Renfro, Executive Director of the Randolph County Economic Development
Corporation.
Bonnie Renfro told the Board about Evatone, which is a Florida company that handles printing,
packaging, and audio and data fulfillment nationwide. The company will relocate the fulfillment center
comprised of distribution and light manufacturing by the end of the year. They are considering the
Liberty shell building and a build -to -suit facility in Davie County. They propose a $1.2 million up fit of
the Liberty shell building and then $2.1 million for a 45-50 sq. ft. second facility for the relocation of an
optical disc manufacturing facility within 18-24 months. The company proposes 45-50 new jobs.
Ms. Renfro suggested the following incentives proposal:
• EDC Board will forego the $85,000 owed to the EDC for the land at the Liberty shell
building as a financial concession for this project.
• One NC Fund --$50,000 grant requested
• Liberty shell building cost includes $454,000 for grading, erosion control and utilities
• Local Government incentives package: $50,000 Randolph County over 3 years
$50,000 Town of Liberty over 3 years
Following discussion, the Board's consensus was to participate in a $50,000 performance-based
grant based on the investment and job creation that Project Illusion would create.
On motion of Frye, seconded by Kemp, the Board voted unanimously to resume open session at
6:12 p. m.
