BOARD OF COMMISSIONERS
MINUTES
February 28, 1986
The Randolph County Board of Commissioners met for a public hearing at
9:00 a.m. on Friday, February 28, 1986 in Courtroom B, County Courthouse,
Asheboro, NC. Commissioners Frye, Langley, Davidson, and Comer were present.
Commissioner Petty was absent.
On motion of Davidson, seocnded by Comer, the Board adjourned to a public
hearing.
County Manager Frank Willis explained that the County is applying for
$378,000 for an economic development grant from the state. The grant will be
for Alside, Inc., a division of Associated Materials, Inc., which will be
locating in Liberty's Industrial Park. Specifically, the grant funds will be
used for a 12" water line to Liberty Industrial Park, an 8" sewer line to
Liberty Industrial Park, and a rail spur. Mr. Willis indicated he would be
taking the application to Raleigh later today. He thanked Lynn Priest,
Community Development Department of City of Asheboro, and Frank Kime, Town
Manager of Liberty, for all their work on the application. When the project
is completed, the water and sewer lines will be given to Liberty.
Mr. Willis said the next step in the application process is to complete
the environmental assessment study. He also stated that the legal and binding
contract between the County and Alside says that Alside will provide 60-70% of
the jobs from the low -to -moderate income level.
No one was present in the audience to speak in favor or against the grant
application.
On motion of Langley, seconded by Comer, the Board adjourned.
On motion of Langley, seconded by Comer, the Board reconvened.
On motion of Comer, seconded by Langley, the Board approved the submitting
of an Economic Development project application to the N.0 . Department of Natural
Resources and Community Development. Copy of resolution attached by reference.
On motion of Comer, seconded by Davidson, the Board adjourned.

WHEREAS, the Board of Commissioners of Randolph County have determined
an economic development need; and
WHEREAS, the Board of Commissioners of Randolph County desire a more
balanced economic growth; and
WHEREAS, the Board of Commissioners of Randolph County have determined
that the Liberty Township of Randolph County has a need for
economic development assistance; and
WHEREAS, an economic development project has been developed for Liberty
Township;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of
Randolph County approve the submitting of an economic
development project application to the North Carolina
Department of Natural Resources and Community Development.
