June 23, 1986
The Randolph County Board of Commissioners met in special session at 7:00 p.m.
June 23, 1986 for the purpose of adopting the 1986-87 budget and to set school and
fire district tax rates. Commissioners Fyre, Langley, Davidson, Comer and Petty
were present.
Walter Jones of Grantville spoke against an increase in taxes, saying that his
taxes had increased 400% in 15 years but that he is getting no more services. He
spoke for retired people who are on fixed income.
George Elliott, Health Director, reviewed the dumpster situation. The lease
for Melancton expires in February.
Commissioners discussed closing the Sophia dumpster site. Closing the site at
the end of July and restoring the site would create a savings of about $80,200 in
the 86-87 budget. Chairman Frye stated that the proposed property tax increase
could be cut 1� by using this $80,200 plus taking another $183,200 from the fund
balance.
Rusty Hartsell, Asheboro School Board member, asked if an additional i� sales
tax would be used for the schools. Chairman Frye indicated that the sales tax would
be used in part for the schools, but also for other capital needs the County has.
Jane Darwin, Asheboro, suggested using the $80,000 saved from the dumpster
program for the schools.
On motion of Langley, seconded by Petty, the Board voted to close the Sophia
dumpster site July 31, 1986 and to use funds necessary to restore the site.
On motion of Davidson, seconded by Comer, the Board voted to appropriate
$183,200 from the fund balance for the 86-87 budget.
On motion of Petty, seconded by Langley, the Board adopted the 86-87 budget
at $20,645,643, with the tax rate being 40�.
Neil Allen, Director of Emergency Services, presented the budgets and proposed
tax rates for the fire districts. On motion of Comer, seconded by Petty, the Board
approved the fire district taxes as proposed. Copy included by reference.
On motion of Langley, seconded by Davidson, the Board set the Archdale -Trinity
School District supplemental tax at 10�.
Emily Redding, Chairman of the Asheboro Board of Education, petitioned the
Board to raise the Asheboro City Schools supplemental tax rate from 14� to 15i�
and detailed how the extra money would be spent.
Walter Jones protested the proposed 9.8% salary increase for teachers, saying
that senior citizens get no increase in income.
Sam Rankin, Asheboro, spoke on behalf of the City Schools' request.

On motion of Langley, seconded by Davidson, the Board voted to set the
Asheboro City Schools supplemental tax rate at 14�.
Don Osborne, Providence Township, spoke to disagree with Walter Jones, who
had stated that no one had ever done anything for him. Mr. Osborne said that all
his life people have done things for him and that shapes his view of his
responsibility for others today, especially our school children. People want
wise expenditures of tax money, but they also want to live in a good community
and are willing to pay for it. Mr. Osborne urged Commissioners to use the new
i� sales tax money for schools if the General Assembly passes it.
On motion of Comer, seconded by Petty, the Board approved a budget amendment
for Mental Health and one for the City Schools' CBA funds. Copies included by
reference.
On motion of Davidson, seconded by Petty, the Board approved a legal and
binding commitment with Associated Materials, Inc. County Manager Frank Willis
explained that approval of this document is one of the many steps involved in
the Community Development Block Grant the County has from the Department of NRCD.

On motion of Comer, seconded by Petty, the Board approved the addition of
Medical Records Manager II (Grade 66) and Patient Relations Representative V
(Grade 61) to the County's pay plan.
On motion of Davidson, seconded by Comer, the meeting adjourned.
