MINUTES
September 8, 1986
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.
on September 8, 1986. Commissioners Frye, Langley, Davidson, Petty and Comer were
present. Invocation was given by Rev. Barney Pierce of Thomasville Friends Meeting.
On motion of Davidson, seconded by Petty, the minutes of the August 4 and
August 27 meetings were approved.
Dick Fowler, State Soil Conservationist, presented a proposed Contribution
Agreement between Randolph County and the Soil Conservation Service of the United
States Department of Agriculture for a soil survey project in Randolph County. The
total estimated cost for the project is $520,145.00. Randolph County's share will
be 1/3 of the total cost, approximately $173,400. The U.S. Soil Conservation
Service and the State of North Carolina will each pay 1/3 of the total cost. The
project will cover 495,376 acres (8900 acres of the Uwharrie National Forest are
excluded from this project). Mr. Fowler indicated that staff will be available by
December, 1986 to begin the project.
The Board took no action of the Soil Survey Contribution Agreement but placed
the item on their October agenda for execution at that time.
Patty Sykes, Purchasing Agent, presented bids received on two 1987 longbed
pickup trucks for the Building Inspections Office. Mrs. Sykes recommended that
the bid be awarded to Freeman Ford based on proposed time of delivery and that
performance bond be waived. A copy of bids and pertinent information is included
by reference.
On motion of Langley, seconded by Davidson, the Board awarded the bid to
Freeman Ford of Liberty based on proposed time of delivery and voted to require
retaining the bid bond as a performance bond in order to insure early delivery date.
On motion of Petty, seconded by Comer, the Board adjourned to an advertised
2:30 p.m. public hearing on an amendment to the Mobile Home Park Ordinance and the
Subdivision Ordinance which would require fencing around private sewage treatment
package plants.
Hal Johnson, Planning Director, showed a video film of a sewage plant with a
security fence around it and a plant with no fence around the system. The system
without a fence had several open areas large .enough for a child to fall in and
drown.
Chairman Frye asked for comment in favor of or opposed to the proposed amend-
ment and no one spoke. He declared the public hearing closed.
On motion of Petty, seconded by Comer, the Board approved the amendment to the
Mobile Home Park Ordinance and to the Subdivision Ordinance, which reads as follows:
"Private sewage treatment plants as approved by the North Carolina
Division of Environmental Management shall be required to be enclosed
with a chain link fence a minimum of seven feet in height and locked
when the plants are unattended. These requirements shall be retro-
active to include existing private sewage treatment plants within
Randolph County areas of jurisdiction within 180 days from adoption
of this amendment."

On motion of Comer, seconded by Petty, the Board/a proclamation declaring
September 16-20 "Clean Up Randolph County Week" and a proclamation declaring
September 21-27 "Emergency Medical Services Week." Copies included by reference.
Darrell Hill of the Randolph County Schools provided information concerning
a live project at Trinity High School. The project is a 1750 square -foot house
built by Trinity's carpentry class. By law, the Board of County Commissioners
have first option to purchase the house. On motion of Langley, seconded by
Davidson, the Board agreed they are not interested in purchasing the house. The
house will be sold at public auction on October 4, 1986.
The Board discussed a proposal from PTCOG concerning a proposed contract with
CH2M Hill Engineers to study cost alternatives for Randleman Lake. Randolph
County's share would be $4,899.60, based on the current formula used by PTCOG.
The Board expressed their concern that Guilford County, who would benefit as much
as or more than Randolph, is not participating in this study or in an earlier
similar study done by CH2M Hill. It was their feeling that the Chairman should
inform PTCOG that they do not agree with the cost sharing formula, and they
tabled this matter until they get an answer on the formula.
Hal Johnson, Planning Director, presented a request from the City of Asheboro
asking the Board of Commissioners to release portions of property now within
County zoning jurisdiction to the the jurisdiction of the City of Asheboro. The
property in question is located in Asheboro Township at the corner of U.S. Highway
64 and Highway 42 and is owned by Reid Shaw et al, Paul Thomas et al, David Hocker
et al, Mrs. Glen Davis et al, A. P. Sellers et al, and Mrs. R. P. Craven.
On motion of Davidson, seconded by Comer, the Board agreed to release zoning
jurisdiction to the City of Asheboro.
On motion of Petty, seconded by Langley, the Board approved the addition of
four streets to the State System of Roads. Copies of resolutions included by
reference.
George Elliott, Health Director, apprised the Board of a yisit he, J.D. Smith
(sanitarian), and Wayne Wright (landfill operator) had maaento the Alamance County
Health Department and landfill on August 14, 1986. The visit was in response to
a recent request by that county for permission to transport solid waste to the
Randolph County landfill for an unspecified period of time because of limited
space in Alamance's landfill. Mr. Elliott pointed out that receiving Alamance's
waste would more than double the amount of waste being processed at our landfill
and would reduce this location's life span by more than half. Traffic would also
double. He said the visiting group felt that available space in Alamance's present
landfill has been grossly underestimated. Mr. Elliott also noted that our contract
with Wayne Wright does not include out -of -county waste. Accepting extra waste
would necessitate expansion of personnel and very costly equipment.
The Board agreed that Randolph cannot accept the responsibility of receiving
Alamance County's solid waste, especially in light of the fact that it does not
appear to be a crisis situation. The Clerk was directed to inform Alamance of
this decision.
On motion of Davidson, seconded by Comer, the Board repealed four County
ordinances which are obsolete and serve no purpose at this time. They are as
follow: Ambulance Ordinance, Electrical Inspector Ordinance, Insulation
Contractor Ordinance, and Mobile Home Registration Ordinance.

County Manager Frank Willis presented his proposed allocation of the recently
enacted additional k� sales tax. He noted that 60% must be used for schools'
capital outlay. The remaining 40% may be used at Commissioners' discretion. The
proposed uses were as follow: Asheboro City Schools - $50,000; Randolph County
Schools - $460,000; City of Randleman (2 cost of pipe to connect Randleman to
Asheboro's water system) - $62,000; Jail Capital Reserve Fund - $50,000;
Contingency Appropriation (Ramseur Ambulance Station and Soil Survey) - $28,000;
Fund Balance (return of funds appropriated at budget time) - $200,000.
On motion of Langley, seconded by Petty, the Board accepted these allocation
proposals. Copy of budget amendment is included by reference.
On motion of Petty, seconded by Comer, the Board approved budget amendments
for Social Services, Public Library and Mental Health. Copies of the budget
amendments are included by reference.
On motion of Petty, seconded by Comer, the Board adjourned to an advertised
4:00 p.m. public hearing concerning rezoning requests.
Hal Johnson, Planning Director, presented five rezoning requests. The first
was from Jerry and Barbara Trotter of Asheboro, who were requesting that approxi-
mately one acre located on Crestview Road 800' east of U.S. 220 Business, zoning
district Light Industrial - Conditional, Cedar Grove Township (Zoo Zoning area),
be rezoned from Light Industrial - Conditional Use to Light Industrial. This
would allow the owners to use the building for any light industrial use. The
Planning Board recommended the request be denied until the applicant can be more
specific as to the use.
Daniel Baker, resident neighboring the acre in question, and speaking also
for his wife and other neighbors Mr. and Mrs. Tommy Floyd, spoke in opposition
to the request. He said that when Mr. Trotter got his conditional use permit two
years ago he said he would run only one shift, pave the lot and put up a green
belt, none of which he has done. Mr. Baker said he is afraid of what else might
happen if this request is approved.
The second request was from Randall J. Barnes of High Point, who were asking
that two lots located immediately south of the Guil-Rand Fire Department at
Hillsville, fronting on Archdale Road (SR 1004), Trinity Township, Zoning Map 2-3,
be rezoned from Residential -Suburban to Highway -Commercial Conditional Use. It
is the desire of the applicant to locate an automotive body repair shop. The
Planning Board recommended unanimously that the request be denied because of
encroachment into an established residential area.
Mr. W. H. Wilkes, who is financing Mr. Barnes's business, spoke in support of
the request, stating that all the property north of these lots are businesses and
another business is located across the road. He said the building would increase
property value.
Dalton Harmon, Rt. 1, Trinity, owner of a house and three acres adjoining the
lots in question on the back side, said that this is a beautiful residential area
and he would like it to stay that way. He said that there is nothing to screen
the proposed shop from his yard or home.
Tommy Hayes, owner of adjoining land, said he would like this beautiful land
to remain residential.

Ruth Welborn, owner of the lots in question, in response to a concern over
a septic tank, said that she has had the land perked and has the septic tank
permit and has an easement on an adjoining lot to add more lines if necessary.
The third request was from George D. Luther, Route 5, Asheboro, who was
requesting that approximately 2 acres located on the east side of South U.S. 220
between SR 1121 and SR 2920, Zoning District E-2, Richland Township, be rezoned
from 2nd Environmental District to Light Industrial -Conditional Use. The
applicant desires to construct a sewing plant. The Planning Board recommended
approval with the access to the property from U.S. 220 only and not from local
subdivision road access.
George Luther, owner of the lot, said that to enter from 220 would be very
costly because he would be going through a swampy area. He asked to be allowed
to enter from the subdivision road, as he would be passing only one house.
Tommy Tolbert, subdivision resident (first house), said that there are too
many children in the subdivision who are out playing and that business traffic
would create too much potential for accidents. He also pointed out that the
road has a blind curve in it.
The fourth request was from Elton McNeill, Route 10, Asheboro, who was
requesting that approximately 12 acres located on Luck Road (SR 2604), Zoning
District E-2, Grant Township, be rezoned from 2nd Environmental District to
Highway Commercial -Conditional Use. The applicant desires to to use approximately
50 feet of this 12 -acre tract for an automobile sales lot. The Planning Board
recommended denial of the request as not being suitable to the residential
agricultural character of area.
Mr. McNeill was not present, nor did he appear earlier at the Planning Board
public hearing. No one spoke in favor of or in opposition to this request.
The fifth request was from Jerry Rodden Auction & Realty, Archdale, who was
requesting that approximately 100 acres of land located on the west side of
Kingsfield Road (SR 1595), Trinity Township, Zoning Map 1-1, be rezoned from
Residential -Agricultural to Light Industrial. It is the desire of the applicant
to develop an industrial park. The Planning Board recommended approval because
the rezoning conforms to the Industrial growth of this area.
Jerry Rodden spoke to say that he will sell lots for business, will pave 2
roads into the park, and hopes to be able to hook up to Archdale sewer lines.
No one spoke in opposition.
Chairman Frye declared the public hearing closed.
On motion of Langley, seconded by Petty, the Board voted to deny the request
of Jerry and Barbara Trotter, as recommended by the Planning Board.
On motion of Petty, seconded by Comer, the Board voted to deny the reuqest
of Randall Barnes, as recommended by the Planning Board. Chairman Frye noted
that he had received several phone calls in opposition to this request.

On motion of Comer, seconded by Davidson, the Board approved the request of
George Luther with the stipulation that access be granted from U.S. 220 only, as
recommended by the Planning Board.
On motion of Petty, seconded by Langley, the Board denied the request of
Elton McNeill, as recommended by the Planning Board.
On motion of Davidson, seconded by Comer, the Board approved the request of
Jerry Rodden Auction & Realty, as recommended by the Planning Board.
On motion of Davidson, seconded by Langley, the Board adjourned.
