MINUTES
February 2, 1987
The Randolph County Board of Commissioners met in regular session on February
2, 1987 at 2:00 p.m. in Courtroom B, Courthouse, Asheboro, NC. Commissioners Frye,
Langley, Davidson, Petty and Cotner were present. Invocation was given by Rev. Ron
Hamilton, Rushwood Park Wesleyan Church.
On motion of Davidson, seconded by Comer, the minutes of the January 5 regular
session, January 5 work session and January 19 work session were approved.
Cable TV Franchising
Frank Kivett of Alert Cable TV of North Carolina, Inc. asked the Board to
grant a franchise to Alert Cable TV to serve areas immediately adjacent to the
Guilford County line. Alert, who already serves Guilford County, has been
petitioned by residents in mobile home parks and subdivisions in Randolph to
serve their areas.
The Board took no action on this request, but instructed the manager and
attorney to work on updating the County's ordinance regulating cable TV franchises
and bring proposed changes to their March meeting. At that time they will consider
Mr. Kivett's request.
Proclamation - Vocational -Technical Education Week
Mike Spann, chairman of the Vocational Education Advisory Committee, spoke
about vocational -technical activities in the county. Darrell Hill, Randolph County
Board of Education, told commissioners he appreciated their support for vocational
education programs.
On motion of Petty, seconded by Comer, the Board approved a proclamation
declaring February 8-14 as Vocational -Technical Education Week in Randolph County.

Proclamation - Hospice Week
Chairman Frye spoke in support of the service that Hospice of Randolph provides.
On motion of Petty, seconded by Langley, the Board approved a proclamation declaring
February 15-21 as Hospice Week in Randolph County. Copy included by reference.
Appointment - Nursing and Rest Home Advisory Board
On motion of Comer, seconded by Petty, the Board reappointed Grady King to a
3 -year term to the Nursing and Rest Home Advisory Board.
Appointment - Outside Member, Asheboro Planning Board
On motion of Davidson, seconded by Langley, the Board reappointed Margaret
Womick to a 5 -year term as outside member of the Asheboro Planning Board.
Appointments - School Merger Task Force
Chairman Frye announced the Board of Commissioners' representatives to the
School Merger Task Force. They are Roland Albertson for Trinity area, Jerry
Reynolds for the Eastern Randolph area, Jack Sugg for the Southwestern Randolph
area, Sonny Davis for the Randleman area, and Reitzel Smith for the Asheboro area.
Chairman Frye announced that he, Commissioner Comer, and representatives
from the two school boards would meet on February 5 to determine proposed agenda
items for the full committee to consider.

Appointemnts - Water Task Force
Chairman Frye announced the Board's appointments to the reactivated Water
Task Force. They are Jack Lail, Bob Crumley, Robert Davis, Carl Howie, Tom
McIntosh, Phil Pendry, Darrell McBane, Bob Wright, Glenn Thomas, Joe Hardee,
Elmore Greene, Tal Harrison and Bob McDuffie.
Budget Amendments
On motion of Comer, seconded by Petty, the Board approved budget amendments,
copies of which are included by reference.
Resolution - Governor Martin's Proposed State Bond Referendum for Schools' Capital
Improvements Programs
Chairman Frye spoke in support of the Governor's proposed state bond program,
saying that counties could save money in financing school construction by using
the state's credit rating. He said that at the recent NCACC Legislative Goals
Confernce, commissioners from across the state unanimously voted in support of
this program.
On motion of Langley, seconded by Petty, the Board adopted a resolution in
support of Governor Martin's proposed state bond program. Copy included by
reference.
Roads - Petition to Pave SR 1549
Glenn Connor -(Route 1, Trinity), spokesman for property owners on SR 1549,
petitioned the Board to help them in getting SR 1549 paved. Mr. Connor said that
each time he calls the local D.O.T. office, he is given a different priority
number for SR 1549. He also said that he had been led to believe that at one
point SR 1549 was #3. He indicated that he and the other property owners are
willing to participate in the citizen participation paving program if state funds
are available for that.
Chairman Frye told Mr. Connor that he would discuss the situation with Lex
Kelly, District Engineer for D.O.T.
Mobile Home Park Permits - Request to Establish Moratorium
Bill Dorsett (Rocket Road) told the Board that impending zoning of his
neighborhood and the fact that this area will be declared within the watershed
for the upcoming Randleman Lake have caused a rush of special land use permit
requests by persons proposing to establish mobile home parks on the watershed.
Parks established now would be under regulations far more lenient than they will
be after the watershed is officially established. Mr. Dorsett said his area is
already glutted with mobile home parks with trailers on very small lots. This
influx of people into the Randleman School area is taxing the present educational
facilities. Yet this type development brings in only minimal tax revenues. Mr.
Dorsett alluded to Section 1.3 of the Randolph County Mobile Home Park Ordinance,
which states that permits should be denied to avoid overcrowding of land with
extreme concentration of the population or to protect the public welfare and/or
safety. Mr. Dorsett said he attended the last three Planning Board meetings to
present population density and traffic volume for his area as well as to show
how poorly septic tanks function in the area. The Planning Board chairman told
him they have no authority to deny permits as long as minimum requirements are
met. Mr. Dorsett asked the Board of Commissioners to re -define the Planning
Board's duties, obligations and authority to them relative to protecting the
public. Otherwise, he said, there will be no area left to zone and no watershed
left to protect. He requested that the Commissioners invoke a moratorium on all
mobile home parks in the watershed area until a formal watershed is established.

Hal Johnson, Planning Director, told the Board that the Planning Board is
delaying making a decision on two of the mobile home park permits until they
receive more information from the state on the watershed area.
Chairman Frye told Mr. Dorsett that the Board of Commissioners and the Planning
Board would work out an interpretation and policy relative to Mr. Dorsett's concerns.
He asked that this item be placed on the Commissioners' March agenda for discussion
of options the Board has for dealing with the accelerated development taking place.
Mobile Home Park Permit - Request to Deny (Coleridge Area)
Lyndon Craven of Coleridge told Commissioners that his neighborhood
shares the same concerns as the Level Cross residents and that his group met with
the Planning Board last week to oppose a request for placing a 58 -unit mobile home
park in his area. He said he feared this park would mushroom into 200-300 units,
all very close to his backyard. He said it would be in the watershed and would
pollute their clean water.
Edward Cagle (Route 1, Ramseur) said that drainage from this mobile home park
would run down into his pasture. He said he has lived there 36 years and wants to
keep it a decent neighborhood.
Ted Gierisch (Route 1, Ramseur) opposed the park because of the watershed and
because of the airport nearby. He asked that a moratorium be placed on mobile
home permits until the whole issue can be studied more.
Ted Fries (Route 1, Ramseur) said Commissioners should look at the bigger
picture and realize that the problems in the northern townships will move on down
to the Coleridge area and others. He asked the Board to develop a master plan for
land development throughout the county before placing any more mobile home parks.
He said area residents will meet at the Coleridge Fire Department on Friday night,
February 6, at 7:00 p.m. and invited the Board to attend.
Jerry Craven, who has a 107 -acre farm across from the proposed site, asked
for stronger restrictions at least if the park will be allowed in.
Kathleen Allen, resident near the proposed site, spoke of her concerns for
the elderly in her neighborhood should the park be allowed.
Chairman Frye directed the manager to contact PTCOG and ask them to come to
the March meeting with a proposal for a land use plan for the Coleridge Township
and, perhaps, other townships.
Doris Dorsett (Rocket Road) asked about the appropriateness of a Planning
Board member voting on a permit when he has an interest in the property. Chairman
Frye stated that it would be considered a conflict of interest. Mrs. Dorsett
replied that a Planning Board member has been doing this.
Margie Grubb of Coleridge spoke of her concern of the loss of a scenic route
to the NC Zoo for travelers coming from outside our county if mobile home parks
go up in the area.
Beeson Craven spoke in opposition of a mobile home park in what he called
one of the best neighborhoods in the county.
Public Hearing - Re -zoning Request
On motion of Comer, seconded by Davidson, the Board adjourned at 4:00 p.m.
to an advertised public hearing to consider a re -zoning request.
Hal Johnson reported that Trollinger Real Estate of Asheboro is requesting
that approximately 64 acres located on NC 159 and SR 2937, 6/10 mile south of the
Zoo entrance on NC 159, Zoning Districts E-1 and E-2, Grant Township, be rezoned
to Conditional Use Commercial. The applicant desires to operate a hauling and
landscaping business, nursery and garden center, with a possible grocery store.
The Planning Board has recommended unanimously that the request be approved, and
that the stated use of the property not change beyond that being requested. They
also recommended that Section 607 of the Zoning Ordinance be strictly adhered to.

Tom Johnson spoke on behalf of his father, Luke Johnson, who plans to buy the
property through Trollinger if the re -zoning request is approved. He asked if a
building could be erected to house heavy equipment without having to go before the
Planning Board again. He also wanted to know if the three proposed houses (for
the father and two sons) could have separate deeds with one acre of land included
in each deed.
Hal Johnson told Mr. Johnson that construction for the equipment would be a
permissible change in this .re -zoning request. However, he said the deeds could
not be separate because that would constitute a subdivision and that the zoning
regulations prohibit such a change.
Pam McKinnon of Trollinger asked if the orchard and propagation areas could
be reversed. Hal Johnson told her that areas must remain as they were drawn and
indicated on the application.
The public hearing was closed.
Action on Re -zoning Request
On motion of Davidson, seconded by Petty, the Board approved the re -zoning
request, allowing the addition of the building for heavy equipment, which was
requested.
