AUGUST 10, 1987
The Randolph County Board of Commissioners met in special session at 7:00 p.m.
on August 10, 1987 in Courtroom B, Courthouse, Asheboro, NC. Commissioners Frye,
Langley, Davidson, Petty and Comer were present. The purpose of the meeting was to
discuss a contract to participate in the Piedmont Triad Regional Water Authority
and to hear a presentation by Jake Wicker of. the Institute of Government relative
to water projects.
Chairman Frye related the Board of Commissioners' concerns on the matter of the
Randleman Lake: (1) giving up a portion of our tax base permanently for the project;
(2.) some aspects of the project, such as the sewer pipe line from High Point around
the project; and (3) financing of the project.
Mr. Wicker's presentation consisted of a discussion of the various organizational
alternatives for providing water and sewer services in North Carolina and the various
sources of funds for financing water and sewer services.
Tom Osborne, Chairman of the Piedmont Triad Regional Water Authority, explained
how the contract would work. If Randolph County were a member and did not need its
allocated share of water (10.8 million gallons per day), it could trade water with
other members or sell to any outside party. Randolph County would not participate
in the financing of the water treatment plant unless it needed treated water. If
Greensboro or High Point agreed to take a portion of Randolph's allocation, with the
option of selling that portion back to Randolph in the future, that would be worked
out in a written agreement separate from the Water Authority contract.
Mr. Osborne further explained that the State will require that the Water
Authority own the lake shore, with 100-150 feet of setback. The State will determine
the minimum setback and the Randolph County Commissioners will determine the maximum
setback. The public will not be allowed across this setback except on a public
access. The Water Authority will hire a warden to patrol the lake shore and pay his
salary through collected fees.
Chairman Frye stated that although the Water Authority had wanted a decision on
the contract by mid-August, he didn't feel the Board was ready to make a decision at
this point. A decision will be made at their September 8, 1987 meeting. Commissioner
Langley expressed his dissatisfaction wtih the terms of the contract, the loss of
tax base, and the cost of rerouting the High Point sewer line, and suggested that
the contract be renegotiated.
On motion of Davidson, seconded by Comer, the Board adjourned.
