040985COMMISSIONERS MINUTES SPECIAL MEETING April 9, 1985 A special meeting of the Randolph County Board of Commissioners was held at 4:00 p.m., Tuesday, April 9, 1985 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners present were Chairman Darrell Frye, Floyd Langley, Kenyon Davidson, Richard Petty, and Clinton Comer. Dr. George Fleetwood, Superintendent of Randolph County Schools, came before the Board to discuss a recent discovery of friable asbestos in 14 of the county schools. Four of the schools (Coleridge, Trinity, Eastern Randolph, and South- west Randolph) were identified as having asbestos -containing ceilings in areas of high student contact. EPA regulations mandate expedient removal of the asbestos -containing materials in these 4 schools. Additionally, the boiler at Seagrove needs to be replaced this summer; therefore, the asbestos in that boiler room should be added to the asbestos removal projects requiring immediate attention. Dr..Fleetwood explained that the project should be begun around June 5 (the last day of school for students) so that the project can be completed before school starts in August. However, there are insufficient funds to cover the architectural ($19,000) and initial removal costs ($131,128) in the schools' current budget. Therefore, the School Board is asking the Commissioners to appropriate from Contingency the necessary funds to cover this emergency situa- ation relative to asbestos removal or that the Commissioners provide the Board of Education a letter of intent that funds for this project will be provided in the next fiscal budget, so that the Board of Education can enter into construction contracts for the removal of asbestos during the 1984-85 budget year. Commissioner Davidson asked why an architect is necessary to oversee such a project. Dr. Fleetwood advised the Board that because of the complicated nature of the EPA regulations and because the schools must be certified as being asbestos - free at the end of the project, an experienced architect is required to oversee the entire project. The government will also send a licensed industrial hygienist to inspect the schools after the completion of the project. On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously voted to appropriate from contingency funds, $19,000 for the architect's fee and to provide to the Board of Education a letter of intent stating that at least $131,128 will be appropriated to the Randolph County Schools for the 1985-86 budget year. Budget amendment included by reference. Chairman Frye announced that Watson Millikan had resigned from the Tax Commission, which also serves as the Equalization and Review Board. On motion of Floyd Langley, seconded by Kenyon Davidson, the Board unanimously appointed Charles Teague to complete Watson Millikan's unexpired term. Manager Frank Willis gave an update on the Town of Ramseur's request to use a portion of Caviness School. They are requesting the use of the ballfield only. H lease agreement has been drawn up between the County, Board of Education, and Ramseur. Ed Gavin, County Attorney, recommended two changes in the lease: Make it a 10 -year lease instead of a 20 -year lease and add an escape clause for either party to be released from the contract with a 90 -day notice. On motion of Richard Petty, seconded by Clinton Comer, the Board unanimously approved the lease with the two recommended changes. The Commissioners set Thursday, April 25, 7:00 p.m. as the date and time for a public hearing with the Concerned Taxpayers group. The meeting will be held in Courtroom A. The meeting adjourned. AMENDMENT TO THE RANDOLPH COUNTY BUDGET ORDINANCE FISCAL YEAR 1984-1985 WHEREAS, the Randolph County Budget Ordinance for the Fiscal Year 1984-1985 was adopted by the Randolph County Board of Commissioners on June 25, 1984 and; WHEREAS, it is deemed necessary to make amendments to this Ordinance; NOW, THEREFORE, BE IT RESOLVED that the following necessary amendments be modified in the Budget Ordinance for Fiscal Year 1984-1985: APPROPRIATIONS INCREASE DECREASE Randolph County Schools Capital Outlay 19,000 Contingency Appropriation 19,000 ESTIMATED REVENUES INCREASE DECREASE TOTAL 1984-1985 AMENDED BUDGET IS $ 17,686,161 This the 9th day of April , 1985 .
