RANDOLPH COUNTY COMMISSIONERS
May 6, 1985
The Randolph County Board of Commissioners met in regular session May 6, 1985,
2:00 p.m., Courtroom B, County Courthouse, Asheboro, NC. Commissioners Darrell Frye,
Floyd Langley, Kenyon Davidson, Richard Petty, and Clinton Comer were present. Invo-
cation was given by Rev. Ben Hurley of Asheboro Friends Meeting.
On motion of Kenyon Davidson, seconded by Richard Petty, the minutes of the
April 1, April 9, and April 25 meetings were approved.
Bill Comer and Dewey Brower presented a petition for paving SR 2867 signed by
all the property owners on that road. Chairman Frye advised the petitioners to attend
the public hearing which D.O.T. will hold here later this month and told them that
this petition would be forwarded to D.O.T.
Jack Raglan of Black and Veatch gave a progress report on the mapping program for
Randolph County. He said that most of the aerial photography had been completed but
that it will be at least two years before the project is completed. Information from
ground surveys and deeds must be tied in to the aerial photographs. Each map is:;drawn
and printed by hand and is accurate to 1/40 inch. Randolph County's mapping program
State grant money for land records systems; therefore, it meets all state specifi-
cations. Mr. Raglan advised the Board that these maps, when completed, will be
valuable in many areas, such as soil survey, fire districts, and school districts.
On motion of Richard Petty,seconded by Clinton Comer, the Board unanimously
approved six additions to the State System of Roads: Greenwood Drive in Greenwood
Heights Subdivision; Rosewood Drive & Crescent Drive in Lakewood Forest Subdivision;
Spanish Drive, Cortez Road & Bonita Street in the Bonita Woods Estates Subdivision; -
Cedar Drive, Sunset Avenue and Creek Drive in the Meadow Brook Estates Subdivision;
Sunny Lane with entrance onto SR 1204; and Osborne Street in Trinity Heights Sub-
division. Copies of resolutions included by reference.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Board unanimously
adopted a proclamation for May as Mental Health Month. Copy included by reference.
On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously
adopted a procedure for naming communities. Copy included by reference.
Manager Frank Willis presented a -petition signed -by property owners who want to
name their community "Lassiter Mill Community." The Board set a public hearing for
2:30 p.m. on June 3 concerning the naming of this community.
On motion of Richard Petty, seconded by Clinton Comer, the Board approved a set
compensation for miscellaneous -commissions, boards, and advisory committees. This
compensation will be added the the County's procedures manual. Copy included by
reference.
On motion of Richard Petty, seconded by Kenyon Davidson, the Board unanimously_
approved a resolution to sell a surplus ambulance and which authorized Patty Sykes,
Purchasing Agent, to negotiate the sale. Copy of resolution included by reference.
The Board discussed a soil survey project presented to them last month. They
agreed to consider it at budget time. The Manager indicated that money could be put
aside for this purpose. The total cost to the County would be $160,000-$180,000,
with payments spread over a five-year period.
Frank Willis reported that Ramseur had not agreed to the 90 -day escape clause
in the lease between Ramseur, Randolph County, and Randolph County Board of Education.
They want a longer period of time. On motion of Clinton Comer, seconded by Richard
Petty, the Commissioners agreed to accept whatever Ramseur and the Board of Education

WHEREAS, the Department of Transportation has investigated Cedar
Drive, Sunset Avenue and Creek Drive in the Meadow Brook Estates
Subdivision; and
WIEREAS, the above-mentioned streets have been found to meet the
minimum requirements for addition;
NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of
Commissioners that Cedar. Drive, Sunset Avenue and Creek Drive in the
Meadow Brook Estates Subdivision be added to the State System of Roads.

PROCLAMATION
WHEREAS, the Mental Health Hell, one of the most distinguished
bells in the world, represents hope, vision and liberty for the one
in five persons in the United States who suffer from mental illness;
and
WHEREAS, the Bell symbolizes the more than one million volunteers
working with the Mental Health Association to promote mental health
and prevent mental illness; and
WHEREAS, the Mental Health Association in Randolph County*is
dedicated to the promotion of mental health, the prevention of mental
illness, and improved care and treatment of mentally ill people in
Randolph County; and
WHEREAS, work is carried out in the community through a wide
range of activities in social action, education, advocacy and infor-
mation;
NOW, THEREFORE, BE IT RESOLVED that during May, the .ringing of
the Mental Health Bell be heard across the nation to proclaim Mental
Health Month "to ring out hope for the mentally ill and victory over
mental illness."

RESOLUTION
WHEREAS, the Randolph County Board of Commissioners have declared
a 1980 Chevrolet modular ambulance, serial#CCW33AV140661, to be surplus
property; and
WHEREAS, Randolph County has received an offer of $5000.00 cash for
the above-described vehicle;
NOW, THEREFORE, BE IT RESOLVED that the Randolph County Board of
Commissioners proposes to accept the offer and that a 50/0' bid deposit be
made in the form of cash, cashier's check, certified check, or bid bond;
and that the bid deposit is .forfeited if the bid is withdrawn;
BE IT FURTHER RESOLVED that the purchase price be paid in cash upon
the acceptance of bid and that Randolph County .reserves the right to
reject any and all offers at any time.
BE IT FURTHER RESOLVED that Patty Sykes, Purchasing Agent, shall be
the person to whom all bids are submitted.
