RANDOLPH (BOUNTY COMMISSIONERS
June 24, 1985
The Randolph County Board of Commissioners met in a special call meeting at 7:00 p.m.
on June 24, 1985. Commissioners present were Chairman Darrell Frye, Floyd Langley,
Kenyon Davidson, Richard Petty, and Clinton Comer. The purpose of this meeting was to
adopt the 1985-86 budget.
On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously
changed the County Attorney's annual fee to $10,500.
On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously
approved a 57c pay increase for the County Manager.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Board unanimously
voted to replace only 11 cars for the Sheriff's Department instead of the requested 14.
On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously
approved a 1/4 -time dumpster patrol position for the Health Department.
On motion of Floyd Langley, seconded by Clinton Comer, the Board unanimously
agreed to contract for a soil classification study.
Don Osborne, Chairman of the County School Board, summarized current expense
needs (2 additional teachers, instructional supplies, guidance counselors for elementary
schools, custodial supplies, and maintenance) and listed asbestos removal and a class-
room building for Trinity High School as being the priorities for capital outlay.
Emily.Redding, Chairman of Asheboro School Board, stated that without total
requested funding, teachers would not get,an increase in supplemental pay and some new
programs would have to be cut.
On motion of Kenyon Davidson, seconded by Floyd Langley, the Board unanimously
approved,a half-time dental assistant position for the Health Department, at a cost of
$5865.

On motion of Richard Petty, seconded by Clinton Comer, the Board unanimously
agreed to raise the property tax rate to 39i� from 39�.and to give to the schools the
$125,104 generated by the: extra i�, the $21,935 saved from the Sheriff's cars not
approved, and $52,961 from the contingency fund, making a total of$200,000 for the
schools. The motion designated $100,000 to the county schools for capital outlay;
the other $100,000 was to be split between the city and county schools for current
expense, based on the per pupil ratio.
Billy Chilton, Tax Supervisor, presented the settlement report to the Board as
required by N.C. Statutes. On motion cf Clinton Comer, seconded by Richard Petty,
the Board unanimously accepted this report ar.•d instructed Mr. Chilton to begin tax
collections in July.
On motion of Floyd Langley, seconded by Kenyon Davidson, the Board unanimously
adopted a resolution of appreciation for Grace Bunting, Social Services supervisor who
is retiring. Copy included by reference..
On motion of Clinton Comer, seconded by Richard Petty, the Board unanimously
approved thE� addition of $39,888 for health insurance in the 85-86 proposed budget,
making a new total of $19,433,600.
On motion of Richard Petty, seconded by Kenyon Davidson, the Board unanimously
approved a budget amendment for group health insurance (for 84-85 budget). Copy
included by reference.
On motion of Kenyon Davidson, seconded by Richard Petty, the Board unanimously
adopted the 1985-86 budget as amended, with the tax rate set at 39i� PET $100 valuation.
