SEPTEMBER 8, 1987
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.
on Tuesday, September 8, 1987 in Courtroom B, County Courthouse, Asheboro, NC.
Commissioners Frye, Langley, Davidson, Petty and Comer were present. Invocation
was given by Rev. Wilkes Macaulay of First Presbyterian Church in Asheboro.
On motion of Petty, seconded by Langley, the minutes of the August 3 and
August 10 meetings were approved.
Resolution Setting Regulations for Plats Recorded in Register of Deeds Office
Ann Shaw, Register of Deeds, came before the Board requesting that they adopt
a resolution setting standards for plats accepted for recording in the Register of
Deeds office. She explained that even though the recent County subdivision ordinance
requires certain standards for plats received from unincorporated areas of Randolph
County, the ordinance cannot regulate plats that are received from any of the cities.
Therefore, a resolution that authorizes her office to accept only plats of certain
standards will insure that all plats received are uniform. This is especially
important because her new plat book and copier are compatible only with plats that
are no larger than 18" x 24". If plats are very much larger and must be reduced,
they lose their legibility. Mrs. Shaw also asked that a mylar copy of each plat
received be required since paper copies cannot be considered permanent copies.
On motion of Comer, seconded by Petty, the Board adopted the resolution. A
copy is included by reference.
Piedmont Triad Regional Water Authority Contract
Tom Osborne, Chairman of the Piedmont Triad Regional Water Authority, discussed
various aspects of the Authority and the events that have taken place thus far
relative to the proposed Randleman Dam. He explained that even if Randolph County
did not choose to participate in the project or be a part of the Authority, the
Authority can still acquire Randolph County land for the reservoir through a
condemnation process. Mr. Osborne answered questions posed by the Board.
Guy Troy, County Planning Board member and Liberty resident voiced concerns
regarding taxing citizens who will never benefit from this water supply and said
he felt High Point should/a larger share for bypassing its sewage around the reservoir.

Bill Dorsett, County Planning Board member and Level Cross resident, said that
most people he had talked with want a water source in place so that it will be
available when the need for it arises.
Jack Lail, Chamber of Commerce spokesman and Seagrove resident, spoke in support
of the Randleman Dam.
Talton Harrison, one of Randolph County's Water Authority members, pointed out
that High Point is already using the amount of water that a 1984 study projected
for the year 2000.
On motion of Petty, seconded by Comer, the Board voted 4 to 1, with Langley
opposing, to participation in the Piedmont Triad Regional Water Authority contract,
committing to six million gallons per day (or 12igo of the daily safe yield), subject
to separate written agreements with Greensboro and High Point that Greensboro and
High Point will purchase the other 4.8 million gpd of Randolph's original allotment,

that Randolph County has the right to reacquire that 4.8 million gpd, and that these
two cities would be willing to purchase the six million gpd Randolph County is
committed to.
Salvation Arany Request for Donation to Building Fund
Bill Ridge, co-chairman of the Salvation Army fund-raising committee, asked
the Board to make a contribution to their community center building fund. Their
goal is $391,000; they have $290,000 in pledges in the first three months of the
campaign.
Chairman Frye instructed the manager and attorney to review this request and
report at the October 5 meeting.
Bid Award for Rail Siding - Liberty Industrial Park
Frank Cummins of Hobbs, Upchurch & Associates, project engineer, presented
all bids received for a rail siding to Alside, Inc. in Liberty Industrial Park.
This project is funded by a Community Development Block Grant for Economic
Development. All bids received were in order except the bid of Tar Heel Railroad
Construction Company. Mr. Cummins recommended that the Board award the contract
to Queen City, Inc., the lowest responsible bidder, in the amount of $68,885.00.
On motion of Langley, seconded by Davidson, the Board accepted the low bid of
Queen City, Inc. at $68,885.00. A copy of all bids received is included by
reference.
D.O.T. Additions
On motion of Petty, seconded by Comer, the Board approved additions to the
State System of Roads. Copies of resolutions are included by reference.
Proclamation Honoring Bicentennial of U.S. Constitution
On motion of Davidson, seconded by Comer, the Board adopted a proclamation
naming September, 1987 as Constitution Month in Randolph County, in honor of the
bicentennial of the United States Constitution. Copy included by reference.
Citizen Request - Flying North Carolina Flag at the Courthouse
Bobby Hayes came before the Board to ask why the North Carolina flag is not
flown in front of the Courthouse along with the United States flag and to request
that the County do so.
Chairman Frye advised Mr. Hayes that the matter will be taken under consider-
ation.
Appointments: Local Emergency Planning Committee
On motion of Langley, seconded by Petty, the following appointments were made
to the Local Emergency Planning Committee: Bonnie Davis, Chamber of Cormierce;
Ed Swicegood, WKXR Radio Station; and G. B. McClanahan, Eveready (replacing Dario
Sena of Eveready).

Appointments: JTPA Private Industry Council
On motion of Comer, seconded by Petty, the following appointments were made
for the JTPA Private Industry Council:
Reappoint: Janice Scarborough, Randolph Community Services; Alan Edwards,
RTC; Darrell Hill, Randolph County Schools
Appoint: Jim Cooper, Asheboro Business Machines; Jewel Hoover, K & K
Nursery; Betty Whitaker, Randleman Manufacturing
Budget Amendment
On motion of Davidson, seconded by Petty, the Board approved a budget
amendment for the Conymmity Development Block Grant construction of railroad
siding. Copy included by reference.
Ramseur Ambulance Base
The Manager reported that the County has taken possession of the new building
constructed for the Ramseur Ambulance Base and that an open house is planned for
late September.
Rezoning Public Hearing
On motion of Comer, seconded by Petty, the Board adjourned to a duly advertised
public hearing for rezoning requests at 4:00 p.m.
Hal Johnson, Planning Director, explained the first request. B. J. Lawrence of
Level Cross is requesting that approximately 153 acres of land located approximately
k mile north of Level Cross on the west side of Bus. Hwy 220, Level Cross Township,
be rezoned from Residential -Agricultural to Light Industrial (Zoning Map 7758). It
is the desire of the applicant to develop an industrial park. The Randolph County
Planning Board has recommended unanimously that the request be approved as
consistent with the County's Land Development Plan.
Parrish Clodfelter, adjoining property owner, spoke in support of Mr. Lawrence's
plan as presented but expressed his concern the development that occurs on this
property in the coming ,years may not reflect the plans presented at this time.
Mrs. Robert Ransdell, neighbor, expressed several concerns she has relative
to the proposed development, including best use of land, heavy traffic, decrease in
property values, and possible storage of hazardous materials.
Evelyn Harris of Seagrove, adjoining property owner, spoke in support of the
request.
Betsy Clodfelter Byerly, nearby property owner, voiced concern over the
appearance of industrial development in the proposed park and, subsequently, the
rest of the neighborhood.
Hal Johnson explained the second request. R. Joe Hoffman of High Point is
requesting that approximately 7 acres of land located. on the east side of SR 1917
adjoining the Guilford County line, New Market Township, be rezoned from Residential -
Agricultural to Light Industrial (Zoning Map 772.8). It is the desire of the
applicant to use this land for industrial development. The County Planning Board
has recommended unanimously that the request be approved as consistent with the
County's Land Development Plan.

Mr. Hoffman explained that he just wants to add on to an existing building at
this time and that his neighbors have signed their approval.
No one else asked to speak and the public hearing was declared closed.
Rezoning Action
On motion of Petty, seconded by Comer, the Board approved the request of
B. J. Lawrence.
On motion of Davidson, seconded by Langley, the Board approved the request of
R. Joe Hoffman.
Subdivision Ordinance - Interpretation of Article VII, Section 4(g)
Hal Johnson, Planning Director, told Commissioners that the County Planning
Board has asked for an interpretation of Article VII, Section 4(g) of the Subdivision
Ordinance, which deals with the removal of rubbish on individual subdivision lots.
In the past, the County has applied this clause only to lots less than 5 acres that
are being designed for building development, usually involving the construction of
new public roads built to N.C. Department of Transportation standards. The purpose
of a clause pertaining to removal and burial of fallen trees and stumps has been to
insure that when stumps are buried on lots there is sufficient room for construction
(solid foundation for footings) at a later date. The Planning Board has been
receiving questions as to interpretation of this clause.
On motion of Langley, seconded by Comer, the Board voted to exempt tracts of
land 5 acres or more from Article VII, Section 4(g) of the Subdivision Ordinance
and that, for the present, the clause, as it pertains to tracts less than 5 acres,
shall be relative only to area being cleared for house, septic tank and well.
The Board felt it would be appropriate for the Planning Board to recommend to
them how this clause should be interpreted and instructed Mr. Johnson to review
this matter at the next Planning Board meeting and bring recommendations from the
Planning Board back to them next month. In the meantime, this motion will serve
as guidance for interpretation.
School Merger Task Force Report
Chairman Frye announced that the Board of Commissioners, the Asheboro City
Board of Education, and the Randolph County Board of Education will hold a joint
meeting the evening of October 5, after the Commissioners' regular meeting.

RESOLUTION
WHIIMM, the Randolph County Board of Commissioners adopted the
Unified Development July C, 1987; and
WHEREAS, this ordinance, in Chapter Three, Article V, Section 2,
requires certain standards for land plats recorded :in the Randolph
County Register of Deeds office; and
WHEREAS, land plats that fall within the jurisdiction of any city
in the county are not regulated by Randolph County's Unified Development
Ordinance; and
WHEREAS, NCGS 47--30 grants counties the authority to specify a
specific size on land plats, provided said size speeifications are
submitted to the North Carolina Association of Registers of Deeds for
inclusion on a master list of all such counties;
NOW, MEREFORE, BE IT RE90LVED that any plat, including those
within the jurisdiction of any city in Randolph County, filed for
recording with the Register of Deeds for Randolph County be submitted
in a mylar form and be no larger than lei inches by 24 .inches in
dimensions.
