022095County Commissioners Special Meeting - 2/20/95
The Randolph County Board of Commissioners met in special session at 9:30
a.m. on February 20, 1995, in the Commissioners Meeting Room, 725 McDowell Road,
Asheboro, NC. Commissioners Kemp, Frye, Comer, Holmes and Davis were present.
Resolution Revising Board of Equalization and Review
On motion of Frye, seconded by Comer, the Board unanimously adopted a
resolution (ATTACHED) changing the number of regular members on the Board of
Equalization and Review from three to five.
Appointments to the Board of Equalization and Review
On motion of Frye, seconded by Holmes, the Board unanimously appointed
Walker Moffitt and Ben Ramsay to fill the two new slots on the Board of
Equalization and Review. These are 3 -year appointments.
Adjournment
Having no further business, the Board adjourned.

RESOLUTION TO ESTABLISH AND APPOINT A
SPECIAL BOARD OF EQUALIZATION AND REVIEW
WHEREAS, NCGS 105-322 authorizes Boards of County Commissioners to
appoint a special board of equalization and review, providing for
membership, qualification, terms of office and filling of vacancies on
said board;
NOW, THEREFORE, BE IT RESOLVED that a special board of .equalization
and review to carry out the duties imposed under NCGS 105-322 is hereby
appointed for Randolph County. Said special board of equalization and
review shall consist of five members, three of whom shall be members of
the Randolph County Tax Commission and two members to be appointed by the
Board of County Commissioners of Randolph County. Vacancies on the
special board of equalization and review shall be filled by the Board of
County.Commissioners.
BE IT FURTHER RESOLVED that members of the special board of
equalization and review shall have lived in Randolph County for at least
two years before appointment and shall be of good moral character.
BE IT FURTHER RESOLVED that the chairman of the Randolph Tax
Commission shall serve as chairman of the special board of equalization
and review and that the vice-chairman of said commission shall serve as
vice-chairman of the special board of equalization and review.
BE IT FURTHER RESOLVED that each member of the special board of
equalization and review shall take the oath required by Article VI,
Section 7, of the North Carolina Constitution with the following sentence
added to it: "That I will not allow my actions as a member of the special
board of equalization and review to be influenced by personal or political
friendships or obligations." Said oath will be filed with the Clerk of
the Randolph County Board of Commissioners.
BE IT FURTHER RESOLVED that the compensation for members of the
special board of equalization and review shall be determined by the Board
of County Commissioners during the budget process.
BE IT FURTHER RESOLVED that a quorum of the special board of
equalization and review shall consist of a majority of the members of said
board.

BE IT FURTHER RESOLVED that the resolution adopted December 7, 1992,
by the Board of County Commissioners approving a special board of
equalization and review is hereby rescinded.
This resolution is effective upon its adoption.
