December 15, 1993 Minutes
The Randolph County Board of Commissioners met in special session at 4:00
p.m. on December 15, 1993, in the County Manager's Conference Room, 725 McDowell
Road, Asheboro, NC. Commissioners Kemp, Frye, Langley and Comer were present.
Commissioner Petty was absent.
Establish New Classification of Physician II
MiMi Cooper, Health Director, advised the Board that she has been trying to
fill two physician extender positions since summer. A physician could provide
care for the same patients, plus enable us to care, for communicable disease
patients in a more timely manner. Ms. Cooper said that Dr. Tom Davis, who has
been doing contract work for the Health Department, is interested in working as
a regular employee of the department. His position could be funded with the
salary for one of the physician extenders as well as funds in professional fees.
On motion of Frye, seconded by Langley, the Board unanimously agreed to (1)
establish a new classification in the Randolph County Pay Plan for Physician II
at State Position Salary Schedule grade 4; (2) allocate a new 80% position for a
Physician II and eliminate one allocated position for a Physician Extender II in
the Health Department.
Award Bids for Klaussner Project
Hiram Marziano, engineer for the Klaussner project, reported that the
first time this project was bid out, only two bids were received for Contract
No. 3: Elevated Tank. That contract was re -advertised and still only two bids
were submitted. Mr. Marziano discussed all bids received for the three
contracts and recommended contract awards to the low bidder for the three
contracts, as follows: (The complete discussion of bids and certified

Contract No. 1: Water Line and Fire Pump
Moffitt & Pierce Construction, Inc., Asheboro, NC - Unit Price Amt: $276,513.38
Contract No. 2: Wastewater Pump Station, Forcemain & Collectors
Terry's Plumbing & Utilities, Inc., Asheboro, NC - Unit Price Amt: $248,340.75
Contract No. 3: 0.30 MG Elevated Tank and Foundations
Brown Steel Contractors, In.c., Newman, GA - Lump Sum Price Amount: $322,200.00
Mr. Marziano stated that the original project is $50,000 over budget, but that
the Cit of Asheboro will contribute $50,000 to the project based on their
annexing�eoior Chip and Matlab. This $50,000 is for contingency; if it is not
needed, Asheboro will not contribute the $50,000.
On motion of Frye, seconded by Comer, the Board unanimously awarded the
three contracts to the low bidders, as recommended above.
Klaussner Furniture Industries, Inc. CDBG Project Ordinance Amendment
On motion of Langley, seconded by Frye, the Board unanimously approved
Budget Amendment #1 (ATTACHED) to the Klaussner CDBG Grant Project Ordinance, to
reflect the $50,000 contribution from Asheboro for this project, as discussed in
12-15-93 Minutes

the previous item.
Randolph County Detention Center Capital Project Ordinance
Frank Willis, County Manager, stated that financing for the new jail and
refinancing for the Randolph County Office Building cannot be separated;
therefore, the total financing amount is over $5,000,000 and will not be exempt
from arbitrage regulations. He explained the amortization schedule and noted
that, as a result of recent negotiations with Southern National Leasing Corp.,
the County will save $226,252.80 over the original financing arrangement.
On motion of Frye, seconded by Comer, the Board unanimously adopted the
Randolph County Detention Center Capital Project Ordinance (ATTACHED) with a
total project cost of $7,011,500.
Timken Company CDBG Project Ordinance Amendment
On motion of Langley, seconded by Comer, the Board approved Budget
Amendment #2 (ATTACHED) to the Timken CDBG Project Ordinance, which reflects a
$58,570 contribution from the City of Randleman for this project.
