The Randolph County Board of Commissioners met in special budget session at
6:00 p.m. on June 10, 1993 in the Commissioners Meeting Room, 725 McDowell Road,
Asheboro, NC. Commissioners Frye, Kemp, Langley and Comer were present.
Commissioner Petty was absent.
Tax ,.
Billy Chilton, Tax -Assessor, said some changes were created in his budget
because of the new motor vehicles law. He noted increases for attorney fees and
for postage.

Mr. Chilton said appeals to revaluation are under 1%. He said their IBM
AS -400 is at capacity and very slow. They need to purchase additional equipment
to increase memory and processing power.

Library

Richard Wells, Library Director, requested $8,000 more for books beyond .
what was recommended. He said increasing overdue fines from 5� a day to 10C a
day would generate another $12,000, which could be used to buy more books and
other materials requested but not recommended. He explained that some salaries
have increased due to reclassification.
Building Inspections
Bill McDaniel, Chief Building Inspector, discussed their need to replace
two vehicles. He noted -that the salary total is more because one inspector
received an additional state certification, which moves her up one grade.
Register of Deeds
Ann Shaw, Register of Deeds, explained that a new line item for contracted
services is for converting information on magnetic tapes to microfilm. Capital
outlay requests are for optical imaging and for an extra scanning station. She
said that revenues taken in by her department exceed her total budget.
Sheriff & Jail
Allen McNeill, Chief Deputy, discussed their problem with losing officers
to other law enforcement agencies because of low pay. At the Sheriff's request,
the Personnel Director has evaluated all officer positions and the County
Manager has.recommended they be moved up one grade July 1, 1993 and another
grade January 1, 1994. Major McNeill said they are keeping their administrative
building open 24 hours a day now. Funds for this were authorized through June,
1993 and are being requested on a permanent basis in the new budget. Grant
funds for the CARE program and for the Drug Task Force have run out and are
being requested for funding in the proposed budget. The dog pound has. a new gas
chamber and plans are underway with existing funds to expand the building and to
construct a new road into the facility which will eliminate the need for going
through the landfill.
Public Health
MiMi Cooper, Health Director, asked the Board to consider a higher rate of
reimbursement for mileage, as some of her employees travel up to 1700 miles per
month. She reported on communicable diseases .being treated currently, including
shigellosis, syphilis, and AIDS. She requested an additional secretary which
was not recommended.
Elections
Maria Bliss, Supervisor of Elections, praised the new addressing system,
but noted that her department has been heavily involved in updating voter
registration files. She briefly discussed new voting equipment being
considered. She has requested a. -new position in the proposed budget. She also
reported that the current copier has been repaired and that the $3000 request
for a new copier can be deleted.
Cooperative Extension
Harvey Fouts, Extension Chairman, asked for funds to pay for contracted
services to coordinate and supervise the summer 4-H programs. He discussed the
need for a new copier and computer equipment.
Planning & Zoning
Hal Johnson, Planning & Zoning Director, said the central permitting
process has been very successful. His staff is maintaining the addressing
system, digitizing and entering private roads, and working on strategic
planning. He has requested an additional technician to work in these areas. He
gave an update on the elderly and.handicapped transportation assistance program.
Computer Services
Annette Lineberry, Computer Services Director, explained the tremendous
involvement of her department in addressing, 911 data base_ and computer-aided
dispatch software, vehicle billing for the Tax Department:, and installation and
training of law enforcement and jail computer programs. Next year they will
work more with GIS, elections files, tax districts, strategic planning, and
assist cities in automating law enforcement. She explained the need for a new
mux set to the courthouse to replace one that breaks frequently and additional
equipment to add 32 ports to the mainframe.
Maintenanvp
Lee Croce, Maintenance Supervisor, said his department has taken over the
installation and replacement of road signs. Over 4000 have been installed and
over 400 were replaced this past year. He said the non -regular housekeeping
program is generally working well. There will be considerable expense in the
next budget to clean up underground storage tanks at pumping stations owned by
the County.
