The Randolph County Board of .Commissioners met in special session at 6:30
p.m. in the County Office Building, 725 McDowell Road, Asheboro. The.purpose of
this meeting was to hold a joint work session with the Jail Advisory Committee.
Commissioners Frye, Langley, Kemp, Petty and Comer were present. `Committee
members Powell, Spinks, Minier, Trotter, Jones, and McNeill were present.
Robbie Davis was absent. Dudley Lacy, architect with O'Brien/Atkins, was also
present.
Chairman Frye suggested that the Board first resolve the issue of where to
build the jail. On motion of Kemp, seconded by Petty, the Board voted to build
the jail at the McDowell Road site.
Frye: How did the Committee come up with 32 -cell pods?
Powell: The direct supervision concept is difficult with more than 32 cells,
which means 56 beds with double bunking. If you have to go to 2 officers, they
tend to interact with each other more than with the inmates.
Frye: You put female, maximum security and juvenile together. Would that work?
Powell: Dudley Lacy assured me it would work.
Lacy: We need a goal for total budget and initial bed count before getting
started.
Frye: The Committee has recommended $6,940,000 for Phase 1.
Sp inks: Another problem is selling this to the public. Also, we should have
working drawings in place for all 3 phases.
Jones: Phases 2 and 3 could be combined; that would be more economical.
Minier: It is awkward to separate phases because of administrative and legal
costs.
Lacy: Does the projected cost include furnishings, financing, administrative
costs, etc.?
Powell: The cost is based on $ per square foot.
Frye: I understand the Committee recommends O'Brien/Atkins.
Spinks: Yes, they should be the lead agent for program and design and
responsible directly to the County Commissioners.
Frye: I thought the initial bed count needed was 192.
Powell: No, it was 168.
McNeill: If everyone that should be in jail were in it tonight, we would have
125-140 there.
Spinks: If prices are good now,.it may be cheaper to build the 4th pod
initially.
Frye: Mr. Lacy, can you come back in 60-80 days with a proposed plan?
Lacy: Yes,. but I prefer to come back with recommendations and go through them
step by step. We also need to clear up operational costs, length of shifts, how
paperwork moves, etc.
Willis: O'Brien/Atkins was hired to be our architect but when their work was
completed, the contract was over. No money is budgeted.now, but we can't do
anything until we get their proposal. .
Kemp: I compliment the Committee on the work they have done. We really
appreciate you.
Minier: I admire the Commissioners for having the foresight to establish this
committee and its study.
On motion of Kemp, seconded by Petty, the Board adjourned at 7:50 p.m.
