RANDOLPH COUNTY
BOARD OF COMMISSIONERS
January 3, 1983
The Randolph County Board of Commissioners met in regular session at 9:00 a.m. on
Monday, January 3, 1983, in the Commissioners' Meeting Room, Administration Building,
145 Worth Street, Asheboro, North Carolina.
The following members were present for the meeting: Bill Boyd, Chairman, Richard
Pugh, Richard Petty, Darrell Frye, and Floyd Langley.
The meeting was called to order by Chairman Bill Boyd.
Invocation was given by Rev. Randal Ross of First Assembly of God.
On motion of Darrell Frye, seconded by Richard Petty, the minutes of the December 6,
1982 meeting were unanimously approved with the following corrections:
Page 2, Paragraph 5 -.Change the word "recessed" to "adjourned."
Paragraph 6 - Change "The meeting was reconvened" to "The new Board
convened."
Paragraph 7 - Change "Darrell Frye" to "Floyd Langley."
Bob Crumley reported on a memo from David Griffith & Associates concerning a state
law which prohibits the State from paying indirect costs on Mental Health and Public
Health grants. Several counties in conjunction with the Association of County
Commissioners are attempting to get this law modified. Mr. Crumley noted that with
the advent of the single audit concept, it is especially important that the County
be able to get indirect costs paid. On motion of Richard Petty, seconded by Floyd
Langley, the Board of Commissioners unanimously agreed to support this legislative
effort by forwarding a letter to our representatives to General Assembly.
On motion of Floyd Langley, seconded by Richard Petty, the Board of Commissioners
unanimously approved a proclamation to support the 1982 Census of Agriculture's
efforts to get all farm and ranch operators to fill out the farm census question-
naire they received in the mail. A copy of this proclamation is included by reference.
Bob Crumley reported that effective January 1, 1983,.all federal employees will be
covered by Medicare. Counties employing federal employees must pay a matching share.
The Agriculture Extension Agent is the only federal employee Randolph County has.
There is enough money in the budget to pay the matching share this year, but money
will have to be allocated for it next budget year.
Bob Crumley presented a memo from PTCOG concerning their "Local Government Energy
Officer Program." Through this program, local governments can hire personnel to
implement cost-effective management measures and will be guaranteed energy cost
savings that equal or exceed the energy personnel's salary. It was the consensus
of.the Board that private,enterprise could provide the same services with less
expense. On motion of Richard Pugh, seconded by Darrell Frye, the Board of Commis-
sioners unanimously voted not to participate in this program.

On motion of Darrell Frye, seconded by Richard Pugh, the Board of Commissioners
unanimously approved by resolution a D.O.T. request to add Sabine Street and Payne
Street in the Lucian C. Payne Subdivision to the State System of Roads. A copy of
this resolution is included by reference.
On motion of Richard Petty, seconded by Floyd Langley, the Board of Commissioners
unanimously approved a D.O.T. request to add Brook Drive and Oak Court in the
Trinity Forest Subdivision to the State System of Roads. A copy of this resolution
is included by reference.
Chairman Bill Boyd commended the Tax Department for its discovery of unlisted
property with a value of approximately $55,050,000.00 with taxes and penalties due
of $257,350.00.
Bob Wright of Wright & Kearns, Inc. gave an audit report for the 1982.budget year
and presented the Manager's letter. Mr. Wright noted that with the single audit
concept, only one agency (independent auditor) will be auditing for the State;
therefore, the County must establish an internal audit system and a departmental
studies program in order to be fully informed of costs and programs involved within
each department. Ten counties in North Carolina are already on the single audit
system; ten additional counties will be audited in this manner at the end of the
current budget year. A copy of this audit report and Manager's letter are included
by reference.
Bob Crumley presented a tax assessment for State Road 2280. He stated that on
December 1, 1980, the Commissioners adopted a preliminary resolution giving notice
of the intention to assist in the financing of the improvement and paving of State
Road 2280, also known as Farley Drive. The total cost for the project is $12,542.00.
The preliminary assessment roll is complete and ready to be filed in the Office of
the Commission Clerk. By law, the assessment roll must be available for public
inspection for a period of ten days. On motion of Floyd Langley, seconded by Darrell
Frye, the Board of Commissioners unanimously passed the following".resolution:
WHEREAS, Article Nine, Chapter 153A of the General Statutes permits the
special assessment against benefited property to recoup portions of costs
for the improvements to subdivision and residential streets; and
WHEREAS, on December 1; 1980, the Randolph County Board of Commissioners
adopted a preliminary resolution giving notice of the intention to assist
in the financing of the improvement and paving of State Road 2280, said
road also known as Farley Drive, on a plat recorded in Plat Book 12, Page
43, in the Office of Register of Deeds of Randolph County; and
WHEREAS, said improvement has been made and the County now desires to
determine costs and adopt a preliminary assessment roll;
NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of Commissioners
that the total project cost for the paving.of State Road 2280 is $12,542.00.

BE IT FURTHER RESOLVED that.;the attached preliminary assessment roll is
complete. Specifically, it contains a description of the tracts of land
assessed, the basis for the assessment, the amount assessed, the terms of
payment, and the names of the owners.
BE IT FURTHER RESOLVED that the Randolph County Board of Commissioners
direct the assessment roll to be filed in the.Office of the Commission
Clerk for a period beginning January 4, 1983, and ending January 14, 1983.
During this time; the preliminary assessment roll will be available for
public inspection.
BE'IT FINALLY RESOLVED that the Randolph County Board of Commissioners set
February 7, 1983 as the date on which a public hearing will be held relative
to the preliminary assessment roll. The public hearing shall be held at
10:00 a.m. in the Randolph County Commissioners Meeting Room.
Frank Willis presented a budget amendment for the Health Department's receipt
of $5,663 in state and federal grants. On motion of Floyd Langley, seconded by
Richard Petty, the Board unanimously voted to accept this budget amendment. A
copy of this budget amendment is included by reference.
On motion of Richard Petty, seconded by Richard Pugh, the meeting was adjourned.
