BOARD OF COMMISSIONERS
June 23, 1983
The Randolph County Board of Commissioners met in special session to
discuss the 1983-84 budget on June 23 at 7:00 p.m. in Courtroom B, Randolph
County Courthouse, Asheboro, NC. Present were Chairman Bill Boyd, Richard
Pugh, Richard Petty, Darrell Frye, and Floyd Langley.
The meeting was called to order by Chairman Bill Boyd, who then gave the
invocation.
Upon motion of Bill Boyd, seconded by Floyd Langley, the Commissioners
unanimously agreed that for the purposes of penciling in changes in the pro-
posed 1983-84 budget, they would do so by consensus rather than by formal
motions.
The Commissioners then decided to make the following changes'to the pro-
posed budget:
1. Give Mental Health a lump sum of $68,000 ($18,000 of which would be
earmarked for implementation of the position classification plan), but not
include money for a 5% raise.
2. Increase the amount of fund balance appropriated by $200,000 to
$819,000.
3. Increase County schools capital outlay by $112,548 to $412,548.
4. Increase Asheboro city schools capital outlay by $27,732 to $123,500.
5. Increase city and county schools current expense by $32,857. Total
current expense would then be $3,559,687. County schools would get $2,786,203
and Asheboro city schools would get $773,484.
6. Add 5 new positions to the Sheriff & Jail Department at a total cost
of $67,385.
7. Increase by $1,200 the appropriation for the Transportation Coordi-
nator to $6,200.
8. Increase the appropriation to the Senior Adults Association by $2,500
to $12,500.
9. Decrease the appropriation for water and sewer to Goodyear by $19,000
to $300,000.
10. Add to Public Health $8,500 for the purchase of a truck to be used in
rabies control and $15,045 for a new staff position of Lab Technician.
11. Increase FICA tax expense by $3,800 to cover the increase starting
January 1, 1984, from 6.7% to 7% for the employer share.
12. Transfer the $158,800 from merit increases into the contingency appro-
priation. This raises contingency to $258,800.

13. Increase revenues by $2,250 and increase Social Services by $2,250.
This is for the Emergency Food Grant that the County has received.
On motion of Richard Petty, seconded by Darrell Frye, the Commissioners
unanimously adopted the 1983-84 budget with the amendments indicated above.
Darrell Frye commended the County Manager and the Finance Officer for
their work on the budget and for their help in answering questions.
On motion of Bill Boyd, seconded by Richard Pugh, the Commissioners unani-
mously voted to change their regular meeting time from 9:00 a.m. to 2:00 p.m.
on the first Monday of each month. Chairman Boyd reminded everyone that the
July meeting will be held on the 11th because of the July 4 holiday.
On motion of Richard Petty, seconded by Richard Pugh, the Commissioners
unanimously approved two budget amendments (for the 1982-83 budget) presented
by Frank Willis. A copy of these amendments is included by reference.
On motion of Darrell Frye, seconded by Richard Petty, the Commissioners
unanimously agreed to pay a $100 bill from Orange County for the transport of a
Randolph County prisoner to Butner by the Orange County Sheriff's Department.
On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners
unanimously approved the purchase of a switchboard for the Board of Education
at a cost of approximately $6,100.
On motion of Richard Petty, seconded by Darrell Frye, the Commissioners
unanimously agreed to adjourn the meeting.
