RANDOLPH COUNTY BOARD OF COMMISSIONERS
October 10, 1983
The Randolph County Board of Commissioners met in regular session on October 10,
1983, at 2:00 p.m. in Courtroom B, Randolph County Courthouse, Asheboro, NC.
Members present for the meeting were Chairman Bill Boyd, Richard Pugh, Richard
Petty, Darrell Frye, and Floyd Langley.
Invocation was given by Rev. Lee Roche, Pastor of Giles -Charlotte Church.
On motion of Darrell Frye, seconded by Richard Petty, the Commissioners unanimously
approved the minutes of the September 6, 1983 meeting.
Dare Oldham, DWI Coordiantor for Judicial District 19-B (Randolph and Montgomery
Counties), presented information on the Safe Roads Act Community Work Program, which
went into effect October 1, 1983. Ms. Oldham explained that community service is one
method of punishment the court can order for defendants found driving while impaired.
Those defendants are channeled through Ms. Oldham's office to work for a governmental
or non-profit agency for a given period of time. By law,'recipient agencies cannot
be held liable for these workers; the State accepts full responsibility for liability
coverage. On motion of Floyd Langley, seconded by Richard Pugh, the Commissioners
unanimously voted to contract with the DWI Coordinator as a recipient agency.
Chairman Bill Boyd recognized Dale Britt, Chairman of the Archdale -Trinity Chamber
of Commerce; Lloyd Taylor, Mayor of Archdale; Dalton Fulcher, Archdale City Manager;
Larry Davidson, Archdale -Trinity Chamber of Commerce member; and Henry Darr, Chairman
of the Community of Excellence Committee. Mr. Darr related to the Board that Archdale
had recently been awarded the Community of Excellence Award by Governor Hunt. Mr.
Darr introdcued Mr. Britt, who presented information on the newly formed Archdale -
Trinity Chamber of Commerce, which serves a 20,000+ population and has a 140 -business
membership. Mr. Britt then gave a slide presentation on Archdale, Community of
Excellence winner.
On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners unanimously
agreed to add the position of Administrative Officer II to the County Pay Plan. On
motion of Floyd Langley, seconded by Richard Petty, the Commissioners unanimously
approved the hiring of a Mental Health Nurse I, Step 2.
Bob Crumley presented a reorganizational chart for Mental Health Center's Mental
Retardation Services, which eliminates one management position and will realize a net
savings of $12,056 in salaries. Mr. Crumley pointed out that this reorganization is
an excellent example of how our County departments are constantly looking for more
efficient ways to utilize staff and taxpayers' dollars.
On motion of Richard Petty, seconded by Richard Pugh, the Commissioners unanimously
accepted a $10,000 Land Records Management grant from the State.
On motion of Floyd Langley, seconded by Richard Petty, the Commissioners unanimously
accepted the low bids for twelve vehicles and waived the performance bond requirement
for low bidders. A copy of these bids is included by reference.
Bill Boyd informed the board that he had been contacted by Senator Cass Ballinger,
who is requesting that the Commissioners donate or sell a field hospital owned by
Randolph County to the Ballinger Foundation. If transferred, the hospital would be

sent to El Salvador. The hospital has been stored in a City of Asheboro warehouse
for several years and the County has been asked several times in past years to remove
it. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners
unanimously declared the packaged hospital to be surplus property and voted to
transfer title of the hospital for relief in El Salvador if the transer can be made
without legal liability to the County. The Commissioners instructed the County
Manager/Attorney to pursue legal means for disposing of the hospital.
George Beck of'Union Carbide presented an amended proposal for purchasing 5
acres located within the County landfill. Union Carbide recently had the site re-
surveyed and some boundary lines redrawn to conform to the Commissioners' directions
at their September 6 meeting. A notice of Union Carbide's offer was published on
September 16, 1983, in the Courier -Tribune, and the County has received no upset
bids. On motion of Richard Pugh, seconded by Richard Petty, the Commissioners
unanimously accepted Union Carbide's offer to pay $325 per acre for the 5 -acre Union
Carbide landfill.
Bob Crumley reported that the State is requiring an alternate source of power
to the pumping station for water and sewer lines to the Goodyear plant. A generator
seems to be the only practical option, at a cost of about $15,000. Mr. Crumley also
informed the Board that bids for water -sewer line construction to Goodyear were
opened September 29, 1983. The low bidder at $202,398 was Myrick Construction
Company. On motion of Darrell Frye, seconded by Richard Petty, the Commissioners
unanimously accepted this low bid. A copy of these bids is included by reference.
On motion of Richard Petty, seconded by Floyd Langley, the Commissioners unan-
imously passed a resolution to resell a car held by the Sheriff's Department. Because
of a technicality, the Sheriff's Department was unable to sell this vehicle last
month after the Commissioners authorized its sale. A copy of this resolution is
included by reference.
The Board of Commissioners discussed the Randolph County Water Task Force and,
on motion of Darrell Frye, seconded by Richard Petty, voted that its members will
consist of the following:
1) One private citizen from each Commissioner's district
2) Two members from city councils (or their designee)
3) One city manager
4) Two Commissioners (one to be the chairman, voting only to break a tie)
5) Randolph County Manager (no voting power)
Chairman Boyd asked each Commissioner to submit a nominee from his district at the
November meeting.
On motion of Darrell Frye, seconded by Richard Petty, the Commissioners
unanimously reappointed Ray Morton and Janice Scarborough to the Asheboro Board of
Adjustment.
Bob Crumley announced that the proposed Seagrove dumpster site is no longer
available and that a public appeal will be made to locate another suitable site in
the vicinity of New Hope Road.
Bob Crumley related that several 3 -wheeled vehicles were confiscated in the
recent marijuana raid by the Sheriff's Department. Randolph County's Forest Service
has requested two of the all -terrain vehicles if there is a legal way of transferring

titles to them. The Commissioners concurred without formal vote to allow Mr. Crumley
to appear in court requesting that the vehicles be turned over to the County.
Mr. Crumley reported that the Tax Department mapping program is proceeding very
close to schedule. He informed the Board that Phase I is complete and asked the
Board for permission to authorize Moore, Gardner & Associates to begin Phase II. On
motion of Richard Petty, seconded by Richard Pugh, the Commissioners unanimously
approved this request.
Mr. Crumley presented computer information to the Commissioners relating to
trade-in value of our present system and costs of replacing our system. The
Commissioners took no action on this matter.
On motion of Richard Pugh, seconded by Darrell Frye, the Commissioners
unanimously approved a budget amendment for Mental Health. A copy of this amendment
is included by reference.
On motion of Richard Petty, seconded by Floyd Langley, the Commissioners voted
to adjourn.
