MINUTES
MARCH 7, 1988
The Randolph County Board of Commissioners met in regular session at 2:00 p.m.
March 7, 1988 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners
Frye, Langley, Davidson, Petty and Comer were present. Invocation was given by
Rev. Paul Starnes, Central United Methodist Church, Asheboro.
On motion of Coiner, seconded by Petty, the minutes of the February 1 and
February 15 meetings were approved.
D.O.T. Public Hearing: 1988-89 Secondary Road Construction Program
Richard Pugh of the State Board of Transportation conducted a public hearing
concerning D.O.T.'s proposed secondary road construction program for 1988-89. He
explained that after the Commissioners' approval, the proposed program must be
submitted to the State Board of Transportation for their approval. The following
citizens spoke:
Patty Campbell (SR2438, Route 1, Box 119, Staley) had questions about her road and
about the process D.O.T. goes through to obtain rights-of-way.
Worth Burrow (SR2681, Route 6, Box 315, Asheboro) said the traffic volume on his
road is much greater in the summer because of a community park at the end of the
road. Traffic counts are taken in the winter. He requested a traffic count
during the summer.
Archie Rich (SR1332)asked for verification that his road is on the priority list
to be paved.
Walter Jones (SR2831) said his road is so bad the residents kept getting stuck on
it in bad weather.
Terry Shankle (SR1306, Farmer) asked how high the new bridge would be when his
road is paved.,
Gladys Brown (SR2138, Millboro) said her road should be rechecked because her road's
points should be higher..
Betty Jones (SR2643, Coleridge) asked why part of her road had been paved and the
reaminder had never been paved.
Allen McNeill (SR1306) said he appreciated having his road on the list to be paved.
Sam Phillips (SR2607) said he appreciated having his road on the list to be paved
and that several residents were in the audience in support of giving rights-of-way.
Ann Phillips (SR2607) asked about the time schedule for paving.
The public hearing was closed. On motion of Davidson, seconded by Petty, the
Board adopted a resolution approving the proposed secondary road construction
program for 1988-89. A copy of the resolution is included. by reference.

Proclamation: Hire The Older Worker Week
Add Penfield, on behalf of Randolph Community Services, requested the Board to
adopt a proclamation declaring March 13-19 as "Hire the Older Worker Week."
On motion of Petty, seconded by Comer, the Board adopted this proclamation.

Proclamation: Countywide Youth Week
On motion of Langley, seconded by Comer, the Board adopted a proclamation
declaring March 21-25 as Countywide Youth Week. A copy is included by reference.
Request to Upgrade Environmental Health Positions
Sara Baker, Personnel Officer, presented a request to upgrade all Environmental
Health positions by two grades. She explained that since 1983 Randolph County has
lost 8 sanitarians to other counties because of salary. Five of these 8 were hired
as trainees and worked from one to two years of their internship here and then left.
Mrs. Baker also explained the problems she has encountered in the recruitment
process. It is difficult to solicit interest from trainee -level applicants and
almost impossible to attract trained applicants. The continued vacancies within
the department creates an even greater burden on the limited staff.
On motion of Langley, seconded by Comer, the Board approved upgrading Sani-
tarians from Grade 66 to 68, Environmental Health Supervisor I from Grade 69 to
Grade 71, and Environmental Health Supervisor II from Grade 72 to Grade 74, effec-
tive April 1, 1988.
Seagrove-Ulah Water District
County Manager Frank Willis gave a report on the proposed Seagrove-Ulah Water
District. The City of Asheboro would charge this district double water rates if
they added the water aistrict onto Asheboro' -s system, but.this rate would.include
operation and maintenance costs. BTack & Veatch's feasibility study was based on
Asheboro's charging regular rates. The report's cost figures were also based on
the use of Class 200 pvc pipe, but the City of Asheboro requires ductile iron pipe
(a more expensive pipe) to be used in any system they add on to theirs.
Mr. Willis also discussed two methods of organization for a water district:
a county water district and a metropolitan water district.
After discussion by the Board, Chairman Frye directed the County Manager to
make an official request to the Asheboro City Council that they vote on whether
they would accept the pvc pipe. It will then be necessary for Black & Veatch to
adjust cost figures in their feasibility study. A public hearing on this matter
may be set at the Commissioners' April meeting, depending on the organizational
structure the Commissioners choose.
Rezoning Public Hearing
At 4:00 p.m. the Board adjourned to a duly advertised public hearing to
hear a rezoning request. Planning Director Hal Johnson presented the following
request:
Greg Mintz of Asheboro is requesting that approximately 7 acres of land
located on the west side of SR 1322 (Neely Road) off Old NC 49, Cedar Grove
Township, be rezoned. from Residential Restricted to Residential Agricul-
tural/Conditional Use (Zoning Map 7740). It is the desire of the appli-
cant to build a 16' x 24' building to operate an auto and tractor
mechanical repair business. The Planning Board recommended unanimously
that this request be approved, as consistent with the County Land
Development Plan.

'Greg Mintz spoke in support of his request, saying it would be part-time
only in the evenings and that he is planning to build a,house on the site.
No one else asked to speak. The public hearing was declared closed.
On motion of Davidson, seconded by Comer, the Board approved the rezoning
request of Greg Mintz.
Poultry Houses: Attorney General's Ruling
Hal Johnson reported that he had received a written opinion from the NC
Attorney General concerning Randolph County's zoning authority to regulate the
location and placement of poultry houses. It was the opinion of the Attorney
General that a poultry house would be considered a "bona fide farm" under North
Carolina General Statutes and as such would be exempt from zoning authority.
County regulatory action would be contrary to the legislative policy of the
General Assembly in providing exemption for farms and general agricultural
operations.
Mr. Johnson said that the Planning Board is encouraging new subdivision
developers to place strict private restrictions on their residential subdivision
developments prohibiting the operation and development of poultry operations
within the subdivision.
Surplus Property Offer from County Schools
The Randolph County Board of Education has declared that the Brower School
property is surplus to their needs. By law, the property must first be offered
to the Board of County Commissioners before further disposal action can begin.
After discussion, the Board tabled this matter until the April meeting and
directed. the Manager to contact the Board of Education to see what their plans
for the property are.
April Meeting Date
The Board agreed to move their regular meeting date for April from the 4th
to the 11th. That meeting will also include a 7:00 p.m. session for the Manager
and staff to give updates on the land records management system, mapping program
and the road naming project.
D.O.T. Additions
On motion of Petty, seconded by Comer, the Board approved five road additions
to the State System of Roads. Resolutions are included by reference.
Request For County -Financed Sewer Extension
On motion of Davidson, seconded by Langley, the Board voted to fund up to
$20,000.00 a sewer line extension under the railroad at Commerce Place. Funds
will be given to the City of Asheboro, who will construct the lines.
Budget Amendment: CP&L
On motion of Petty, seconded by Comer, the Board amended the Social Services
budget to receive an additional allocation of $7,016 from CP&L for energy assistance.

Budget Amendment: CBA
On motion of Langley, seconded by Davidson, the Board amended the budget
to reflect an additional allocatio^. from the Division of Youth Services for the
Community Based Alternatives Program, in the amount of $2,002. A copy of the
budget amendment is included by reference.

Budget Amendments: Health Department
On motion of Langley, seconded by Davidson, the Board approved the following
budget amendments for the Health Department:
• increase the Jordan -Adams allocations by $6,141;
• decrease the Maternal Health budget by $1,901;
• decrease Family Planning budget by $803;
• increase the Children's Special Health Services/Orthopedic Program by $500.

On motion of Langley, seconded by Comer, the Board approved a budget amendment
for the Health Department which increases the Home Health budget by $10,000 for
additional medical supplies that will be reimbursed through fees charged. A copy
of the budget amendment is included by reference.
RC&D Request for Additional Rands in the 1988-89 Budget
On behalf of the Resource Conservation and Development Council (RC&D), Arlie
Culp requested that Commissioners fund them in the amount of $350 in the 1988-89
budget instead of the customary $250.
Executive Session: Land Acquisition
On motion of Comer, seconded by Petty, the Board adjourned to an executive
session for the purpose of discussing land acquisition.
Regular session reconvened. On motion of. Langley, seconded by Comer, the
Board directed. the facilities committee to contact the City of Asheboro to
determine if the City's golf course property is available for purchase, so that
it can be considered along with other properties the committee is considering.
