RANDOLPH COUNTY
BOARD OF OOMMISSIONERS
JUNE 1 1988
The Randolph County Board of Commissioners met in special session at 2:00
p.m. on June 20, 1988 in Courtroom B, Courthouse, Asheboro, NC. Commissioners
Frye, Langley, Davidson, Petty and Comer were present. The purpose of the
meeting was to hear presentations from agencies requesting funding in the
County's 1988-89 budget and to award copier bids.
Bid Award For Three Copiers
Patty Sykes, Purchasing Agent, informed the Board that on June 1, 1988,
she had opened sealed bids for three copy machines (two for the Library and one
for Building Inspections). Bids were received from five companies (bid summary
included by reference). All bids were evaluated, taking into consideration the
initial cost of equipment, cost of supplies, and cost of maintenance agreements.
Based on these criteria, the low bidder on all three machines is Young/Phillips
of Winston-Salem. Ms. Sykes recommended that the bid be awarded to Young/
Phillips and that the performance bond be waived.
On motion of Davidson, seconded by Comer, the Board awarded the bid to
Young/Phillips and waived the performance bond.
Budget Amendments - CBA and Social Services
Mr. Willis reported that the Division of Youth Services has approved an
additional program (CBA), sponsored by the Agricultural Extension Service, which
will give approximately 20 at -risk youth the opportunity of attending 4-H camp,
at a cost of $2,000. Also, the Social Services Department has received an
additional $21,000 for qualifying children in its Child Day Care Program.
On motion of Langley, seconded by Davidson, the Board approved these two
budget amendments. Copies are included by reference.
Senior Adults Association
Vicki Brower, Director of Senior Adults Association, requested that the
County fund this agency in the amount of $58,000. She cited an increasing older
population and the need to provide additional services as the reasons for the
increase.
Family Crisis Center
Bill Ketchie, President of the Board of Directors for the Family Crisis
Center, requested funding for this agency in the amount of $40,000. Two programs
which have been funded with grants, the Sexual Assault Program and the Family
Violence Program, have lost their funding. The agency desires to continue these
two programs with County support.
Randolph County Schools
Don Osborne, Chairman of the Randolph County Board of Education, and Dr.
George Fleetwood, Superintendent, discussed the County Schools` needs and
funding priorities.
Asheboro City Schools
Mac Ramsay, Chairman of the Asheboro City Board of Education, and Dr. Bob
Gordon, Superintendent, addressed needs and priorities for the Asheboro City
Schools.

Mental Health
Louise Galloway, Director for the Randolph County Mental Health Center,
requested County funding in the amount of $80,000. She outlined current programs
and services offered by the agency.
Chairman Frye recessed the meeting at 5:30 p.m., to reconvene for the
public hearing at 7:00 p.m.
1988-89 Budget Public Hearing
At 7:00 p.m. Chairman Frye declared the public hearing on the proposed
1988-89 County budget to be in session. Mr. Frye gave an overview of the
budget and stated that it reflects the changes and growth taking place in the
county. He then invited comments and questions from the audience.
Bill Hayden, Steel Street, Asheboro, asked about the 2� increase in the
tax rate designated for the Randleman Dam.
Marilyn Fowler, Bluebird Lane, Asheboro, asked if the D.A.R.E. officer
proposed in the budget would conduct the D.A.R.E. program in both school systems.
Mac Ramsay, Thayer Drive, Asheboro, commended the Board for planning ahead
for the Randleman Dam expenses.
Cleveann Waddell of Asheboro spoke in support of the Family Crisis Center.
Frances Long of Asheboro spoke in support of the Family Crisis Center.
No one else asked to speak. Chairman Frye declared the public hearing to
be closed.
The Board held a brief discussion on the budget, including school funding
and the additional positions added to Health and Social Services in recent years.
On motion of Davidson, seconded by Langley, the Board adjourned.
