BOARD OF COMMISSIONERS
SPECIAL MEETING
April 7, 1989
The Randolph County Board of Commissioners met in special session at 8:00
a.m. on Friday, April 7, 1989 in Courtroom B, County Courthouse, Asheboro, NC.
Commissioners Frye, Langley, Davidson, and. Comer were present. Commissioner
Petty was absent. The purpose of the meeting was to discuss the acquisition
of real estate and to reconsider the full-time nurse position at the jail.
Chairman Frye stated that the County has the opportunity to purchse some
land adjacent to the landfill. The offered tract contains 57 acres and the
price is $100,000.
George Elliott noted that the State must approve the land to be used as a
landfill.
George McArthur, engineer for Black & Veatch, advised the Board that he
had walked over the land and that he feels it would be a moderately good
site for landfill. He said the slope is fairly steep but that as soil is
used from that area to cover garbage is another area, the slope would adjust.
He also said there is at least one spring on the acreage, which we would
have to stay away from. He said there is a road into the proposed property,
which would give us additional access to the landfill. He said this property
could also be used to help control surface water draining to the present
landfill.
Commissioner Langley stated that he had worked with Mr. Elliott in
negotiating with the seller, who has agreed to give the County a 60 -day option
on the land so we can check it out further. He said there is some timber on
the land which could be sold.
On motion of Comer, seconded by Davidson, the Board voted to take a 60 -day
option on the 57 acres adjacent to the landfill so that the County can
further investigate the feasible uses for this land.
The Board discussed the Sheriff's request for a full-time nurse position
to be added to his department.They agreed that the temporary position they
had allocated at their April 3, 1989 meeting would not be the best approach
because the nurse would not have the assurance of a job after this fiscal
year.
On motion of Langley, seconded by Davidson, the Board voted to allocate a
full-time permanent position of Public Health Nurse I in the Sheriff's Department
for the jail.
Chairman Frye announced that the National Institute of Correction will,
through their Off -Site Technical Assistance Program, assist in expenses for
Randolph County to send a delegation to visit Prince George County Jail, a new
generation, direct -supervision jail near Washington, D.C. Chairman Frye,
Commissioner Langley, Frank Willis, Sheriff Mason, Major Larry Emerson, and Jail
Administrator Dwight Heath indicated interest in this visit.
On motion of Davidson, seconded by Comer, the Board adjourned.
