061289RANDOLPH COUNTY BOARD OF COMMISSIONERS MINUTES Jame 12, 1989 The Randolph County Board of Commissioners met in special session at 7 p.m. on June 12, 1989 in Courtroom B, County Courthouse, Asheboro. The purpose of the meeting was to review budgets of some of the County depart- ments. Commissioners Frye, Langley, Davidson and Comer were present. Commissioner Petty was absent. Elections Maria Bliss, Elections Supervisor, noted that she had included money for a bond referendum this fall. She discussed the issues involved in moving voting machines into the basement of the Courier -Tribune building. Agricultural Extension Service Harvey Fouts, Agricultural Extension Chairman, said salary had decreased because of change in personnel. He noted a new line item for maintenance of their new van. He said outside groups using the van will reimburse at the rate of 35� per mile, which will generate some revenue. Computer Services Annette Lineberry, Computer Services Director, said their biggest increase is the new position Commissioners approved during the year. Their capital request is for upgrading the computer so 16 new terminals can be added. Register of Deeds Ann Shaw, Register of Deeds, discussed her capital outlay request for a re-creation project which can copy books to optical disk and print back to books that are half size. The Board had several questions about this equipment and instructed Mrs. Shaw to bring further information to them as soon as possible. Public Library Nancy Brenner, Library Director, presented statistical information to the Board on the usage of all the libraries in the county. Her budget proposes to increase local grants to the branch libraries to $7000 each. She explained the various ways the branch libraries are served through the budget, although the budget at a glance does not readily reflect these direct benefits. Ms. Brenner noted that the Library is getting microfilmed copies of the Courier -Tribune prior to 1950. Building Inspections Bill McDaniel, Inspections Supervisor, said most of their increase is for two replacement vehicles and for moving their radio equipment. Maintenance Lee Croce, new Maintenance Supervisor since June 1, was introduced to the Board. Mr. Willis explained that this budget was already prepared and in the Board's hands before Mr. Groce came to work. Mr. Willis mentioned Minutes 6/12/89 Page 2 an increase in utilities and noted that the line item for Improvements to Facilities is used for unanticipated items, such as new roofs. F�ergency Services Neil Allen, Finergency Services Director, disusssed his department's need for a new position called safety -fire inspector. With the present staff they are unable to meet guidelines for quarterly inspections of schools and annual inspections of day care and foster care facilities. He said that replacement uniforms will meet OSHA requirements for protection against hazardous materials. Plarming and Zoning Hal Johnson, Planning and Zoning Director, outlined increases in his budget for the road naming and signs program, legal fees to handle zoning violations, and an increase from $15 to $35 per meeting for the Planning Board. Budget Amendment - Bermett Fire District On motion of Davidson, seconded by Comer, the Board approved Budget Amendment #26 to reflect an increase of $18 in tax collections remitted to Bennett Fire District. Budget Amendment - Westside Fire District On motion of Langley, seconded by Davidson, the Board approved Budget Amendment #27 to reflect an increase of $4,500 in tax collections remitted to Westside Fire District. A copy of this budget amendment is included by reference. Budget Amendment - Library On motion of Comer, seconded by Langley, the Board approved Budget Amendment #28 to reflect a $600 state grant received by the Library. A copy of this budget amendment is included by reference. Budget Amendment - Merit Increases On motion of Comer, seconded by Langley, the Board approved Budget Amendment #29 to charge $14,650 in merit increases to the appropriate departments.
