MINUTES
June 20, 1989
The Randolph County Board of Commissioners met in special session at 7 p.m.
on June 20, 1989 in Courtroom B, County Courthouse, Asheboro, NC, to hold a
final public hearing on the naming of roads and to work on the proposed budget.
Commissioners Frye, Langley, Davidson and Comer were present. Commissioner
Petty was absent.
Chairman Frye declared the public hearing to be in session. Hal Johnson
read a list of changes in recommended names for roads since the last public
hearing.
Charles Johnson, Rt. 3, Denton, asked that 1102 be named Johnson Farm Road
rather than Foggy Top Road.
Howard Lineberry asked that 2140 be named Jacob -Shelton Road rather than
Plum Tree Road.
Richard Lamb presented a petition signed by 13 of the 14 residents on 1516
asking that it be left as Lamb Road, not renamed to Richardson Lane.
Phyllis Richardson asked that 1516 be named Richardson Lane.
Becky Lamb of 1516 asked that it remain Lamb Road so residents won't have
the expense of getting addresses changed on checks, driver's license, etc.
An unidentified gentleman asked that 2632 be called O.H. Staley Road.
Wes Brown, Randleman, said a petition had been brought to the last meeting
asking that 2113 be called Brown's Country Road.
R. E. Scott, Rt. 1, Ramseur, asked that 2873 be called River Road instead
of Riverside Road.
Jean Powers, Rt. 2, Bennett, asked that 2876 be changed to Curtis Powers
Road.
An unidentified person asked that 2938 be changed from Purvis Farm Road to
Nuby Purvis Road.
Kelly Lee asked that 2824 be Lee Valley Road, not Pinehill Road.
Linda Jones, Rt. 4, Asheboro, presented a petition to call 2835 Ross Harris
Road. The 21 names represent 17 households of the 30 on the road. .
Floyd Collins, Rt. 3, Ramseur, requested that "Country" be dropped from
Ferguson Country Road for 2479.
An unidentified person asked that 2843 be called Clyde King Road.

George Gregson asked that 2105 be Gregson Road.
Max Hinshaw, who said he was representing Climax Fire Department,
questioned several road name recommendations and changes. He asked that the
following roads be named as shown:
2140 - Russell Road
2113 - Polecat Creek Road
2105 - Free Dairy Road
2108 - Wayne White Road
2111 - Ward Road
2137 - Kirkman Road
2141 - White's Memorial Road
2142 - Walker Store Road
2132 - give each of its 3 sections a different name
2136 - give each of its 3 sections a different name
2445 - Kimes Road
Olan Grubb asked that 2654 be named Macon Farm Road.
An unidentified person asked that 2911 be called Kemp Mill Road.

Noone else asked to speak and Chairman Frye closed the public hearing.
Approval of Fire and School District Tax Rates
Larry Brower, Guil-Rand Fire Chief, told Commissioners that their
department needs a 1(,' increase in their fire tax rate because their vehicles are
wearing out and are very expensive to replace. They are also requesting an
increase from Guilford County Commissioners.
On motion of Comer, seconded by Langley, the Board approved a tax rate of
llG (a 1� increase) for Guil-Rand Fire District.
On motion of Davidson, seconded by Comer, the Board approved all other fire
tax rates as requested, except Fairgrove. Fairgrove's request for an increase
will be considered tomorrow night.
On motion of Davidson, seconded by Comer, the Board approved school tax
rates as requested.
A copy of all fire and school tax rates requested and approved is included
by reference.
Budget Amendment - Health Department
George Elliott explained that he had put $24,810 in his 89-90 budget for
contract work for the closing of the Seagrove and Melancton dumpsters and for
grading, concrete, fencing and signs for Farmer and Coleridge dumpsters. Since
the contract work has been done in June, it must be paid for from the current
budget.
On motion of Langley, seconded by Comer, the Board approved Budget
Amendment #30 to allow this contract work to be paid for from the Fund Balance
of the current budget. A copy is included by reference.

Position Request - Health Department
George Elliott asked that the Board approve a full-time community health
assistant in the 89-90 budget. He said a person in this position could relieve
nurses of some of their duties. There are currently 4 nurse vacancies and the
remaining nurses have a very heavy load.
Southwest Middle School Funding
On motion of Langley, seconded by Davidson, the Board voted to request the
State to approve an additional $229,950, making a total of $2,377,950, from the
Public School Building Capital Fund to be used to construct the Southwest Middle
School.
Facilities Plan
Chairman Frye stated that the County has discovered that the Board of
Education has several needs which would not be accommodated by the Stedman
Building. Additionally, moving the Board of Education would be costly. The
facilities committee is recommending that Social Services move to the Stedman
Building with Board of Education expanding into Social Services' present space
at McDowell.
On motion of Davidson, seconded by Comer, the Board voted to move Social
Services to Stedman and Board of Education into most of Social Servics' vacated
space. The Health Department will expand into the remaining portion of Social
Services' vacated space.
Register of Deeds Equipment
Frank Willis reported on work he and Ann Shaw, Register of Deeds, had done
concerning equipment and costs for her re-creation project. Her problems are
space, quality of records, and having 3 systems already in place and adding
another system. They decided the best approach would be to eliminate micro-
filming first, which would take about 3 years. Then the books would be repro-
duced, which would take another 3 years.
Compensation for Board of Commissioners
Mr. Willis advised the Board that general statutes allow board members to
set their compensation only at budget time. He noted that in comparison to the
5 counties above and 5 counties below Randolph in population, our board's
compensation is the lowest.
