The Randolph County Board of Commissioners met in special session at 8:45
p.m. on September 11, 1989, in the Conference Room of the Ramseur Municipal
Building. Commissioners Frye, Langley, Davidson and Comer were present.
Commissioner Petty was absent. The purpose of the meeting was to take
appropriate action concerning the Coleridge School water situation.
Chairman Frye called the meeting to order and announced that since the
Ramseur Board of Commissioners had not taken any action on the County's proposal
for water rates to Coleridge, the County Commissioners could not take any action
at this meeting. Ramseur will recess their meeting tonight until 5:00 p.m.
tomorrow, at which time they will take action on this matter. The County
Commissioners can recess this meeting to reconvene and take action at some point
in time after Ramseur's meeting tomorrow.
On motion of Davidson, seconded by Langley, the Board votedto recess until
5:30 p.m. on Wednesday, September 13, 1989.
At 5:30 p.m. on September 13, 1989, the Board reconvened to conduct
business related to the Coleridge School water situation. Commissioner Petty
joined the other Board members at this time.
Chairman Frye informed the Board that the Town of Ramseur the night before
had not accepted the County's proposal but had made a different proposal in
which Ramseur would charge the Coleridge users the same rate as other out-of-
town customers, add a $7.50 surcharge, and rebate to the County 25% of this
total or $7.50, whichever was greater. Mr. Frye also discussed the possibility
of getting water from Asheboro and running water lines from the NC Zoo down
Highway 42 to Coleridge School. An Asheboro out-of-town customer pays $8.16 for
3,000 gallons, as opposed to Ramseur's charge of $22.50. He suggested that he,
Commissioner Davidson and the County Manager meet with representatives from
Asheboro to discuss this possibility.
Ed Todd, representing parents at Coleridge School, supported the Board's
study of the Asheboro option since the children have a temporary safe supply of
water.
Dr. George Fleetwood, Superintendent of Randolph County Schools, stated
that if no water line solution is in sight by January, 1990, the Board of
Education will proceed to drill a well for the school.
Commissioner Langley expressed his concern that Ramseur would not sell
water to the County at the same rate they sell it to Franklinville.
Robert Beane of Coleridge spoke against Ramseur's decision.
Ben Albright, Coleridge School parent, spoke in approval of the Board's
work on this problem.

On motion of Petty, seconded by Davidson, the Board voted to pursue other
alternatives to Ramseur's proposal, including but not limited to the possibility
of getting water from Asheboro.
On motion of Davidson, seconded by Comer, the Board adjourned.
