September 25, 1989
The Randolph County Board of Commissioners met in special session at 7:00
p.m. on September 25, 1989 in Courtroom B of the County Courthouse to take the
appropriate action concerning the Coleridge School water problem. Commissioners
Frye, Langley, Davidson, Petty and Comer were present.
Chairman Frye reviewed Ramseur's last proposal to the County, a plan which
calls for charging Coleridge residents Ramseur's out-of-town water rates and
paying 25% of the revenues to the County. They would also collect and pass
along to the County 100% of a County surcharge. The shared revenue and the
surcharge would be paid to the County until the County's investment ($145,680)
is paid in full. Ramseur agreed to sell water to Coleridge school at the same
rate it charges to the Town of Franklinville. When the water line is complete,
it is to be deeded to Ramseur.
On motion of Davidson, seconded by Petty, the Board voted to accept
Ramseur's proposal and to set the County surcharge at $6.00 per month.
On motion of Langley, seconded by Petty, the Board voted to waive the
tap -on fee for any resident who signs up for water during construction (before
the line passes his residence), but to charge Ramseur's current out-of-town
tap -on fee to those who tap on later up until the time the line is deeded to
Ramseur, with the County to receive the revenue from these tap -on fees.
Evan Minier, engineer, noted that the County should require a signed
application from each individual who wants to tap on initially. The application
must be signed before the line passes his residence and would be a binding
contract.
On motion of Petty, seconded by Comer, the Board adopted a resolution
declaring a special emergency at Coleridge School. RESOLUTION DECLARING SPECIAL
EMERGENCY AT COLERIDGE SCHOOL is included by reference.
On motion of Comer, seconded by Petty, the Board voted to approve the
request of the Randolph County Schools to move $295,900.00 from their current
expense budget to their capital outlay budget. Mr. Willis noted that the
Asheboro City Schools had been given the opportunity to comment on this request
and that he had received a letter from them saying they have no objection to the
request.
On motion of Davidson, seconded by Langley, the Board approved a budget
amendment to transfer $145,680 from Fund Balance to a line item called Coleridge
School Water Line. BUDGET AMENDMENT #5 is included by reference.
On motion of Petty, seconded by Comer, the Board adopted a capital project
ordinance for the Coleridge School water line. COLERIDGE SCHOOL WATER LINE
CAPITAL PROJECT ORDINANCE is included by reference.
On motion of Langley, seconded by Davidson, the Board adopted a resolution
waiving negotiation procedures for engineering services. RESOLUTION WAIVING
NEGOTIATION PROCEDURES FOR ENGINEERING SERVICES is included by reference.
On motion of Comer, seconded by Petty, the Board approved a professional
services agreement with Minier & Associates, P.A., Consulting Engineers for
$44,000. This fee covers design, bid negotiation, and construction phases of
the water line project.
Chairman Frye publicly thanked all those who had worked to resolve the
Coleridge School water problem, especially Vice -Chairman Floyd Langley, who
spent so many hours working on the project.
The Board set a special meeting at 12:00 Noon on October 4, 1989 to
formally appoint a new sheriff to complete the term of the late Sheriff Robert
Mason.
