110182MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS November 1, 1982 The Randolph County Board of Commissioners met in regular session at 9:00 a.m. on Monday, November 1, 1982, in the Commissioners' Meeting Room, Administration Building, 145 Worth Street, Asheboro, North Carolina. The following members were present for the meeting: Richard Pugh, Chairman, Thurman Hogan, Richard Petty, Kenyon Davidson and Bill Boyd. The meeting was called to order by Chairman Richard Pugh. On motion of Thurman Hogan, seconded by Richard Petty, the minutes of the October 4, 1982 meeting were unanimously approved. Bob Crumley presented a $3,284.00 contract proposal from Don Smith Landscaping for landscaping the Randolph County Courthouse. Mr. Crumley stated that if the County's maintenance department handled this type work, it would require two months' work each year. The cost for this contract service can be handled from within the current maintenance budget under "Improvements to Facilities." On motion of Thurman Hogan, seconded by Bill Boyd, the Board of Commissioners unanimously approved the contract from Don Smith Landscaping. On motion of Richard Petty, seconded by Bill Boyd, the North Carolina Division of Archives and History Disposition Schedule for the Sheriff's Department was unanimously approved. On motion of Kenyon Davidson, seconded by Bill Boyd, the reappointment of Merton Branson to the Asheboro Board of Adjustment was unanimously approved. Bob Crumley gave a report on the NCACC Workers' Compensation Fund. Randolph County paid Nationwide an annual premium of $40,639.00 for the 1980-81 budget year. The annual premium estimate for NCACC for the 1982-83 budget year is $34,106.00. The Board of Trustees, however, has declared a dividend of approx- imately 44% of the actual premium to be refunded over a three-year period. This means Randolph County's actual cost for the 1982-83 year is $19,099.36, a savings of $20,000.00 over Nationwide's premium cost. On motion of Bill Boyd, seconded by Kenyon Davidson, the Board of Commissioners unanimously approved a Department of Transportation request to add the West River Road and the East River Road in the River Run Subdivision to the State System of Roads. A copy of this resolution is included by reference. Bob Crumley reported that Woodell Paint and Drywall Company was the only bidder for painting the Courthouse exterior. Their bid was for $10,950.00. On motion of Richard Petty, seconded by Thurman Hogan, the Board of Commissioners unanimously accepted the bid from Woodell Paint and Drywall Company. Bob Crumley gave an update on the Guil-Rand Fire Protective Association/ Randolph County agreement. The agreement has been signed by officials for both parties and a meeting was held recently to work out any operational problems. Those attending the meeting were Chief Wood, George Elliott, Hal Johnson, David Dunker, and Bob Crumley. The lease is effective as of November 1, 1982, and the crew will be moving into Guil-Rand within the next week or two. A copy of this lease is included by reference. Richard Pugh reported on the School Consolidation Committee's meeting with Dr. Darrell Spencer, Associate Director, Division of School Planning, North Carolina Department of Public Instruction, which was held October 13, 1982. Dr. Spencer estimated that a feasibility study on consolidating the two systems would take approximately one year and that he will be able to initiate the study around the first of the year. He also recommended that results from each phase of the study be kept confidential until the entire study has been executed. William Ivey, Attorney for the Randolph County Industrial Bond Authority, came before the Board to ask for final approval for industrial bonds for Jockey Inter- national, owner of the local Cedar Falls Manufacturing Company. Tom Hollowell, financial consultant, stated that the plant is in partial operation and is converting its machinery to local needs and will be in full operation shortly. By the end of the first year of operation, the company anticipates a total of 183 employees. In three years, they expect to have 201 employees. On motion of Thurman Hogan, seconded by Richard Petty, the Board of Commissioners unanimously approved the industrial bonds for Jockey International. William Ivey presented Buddy Snow, Vice-president and counsel for Oliver Rubber Company, who requested permission from the Board to file an application for industrial bonds with the State Department of Commerce. Oliver Rubber Company, a subsidiary of Standard Products of Cleveland, Ohio, is buying Harrelson Rubber from B. B. Walker of Asheboro. Tom Hollowell noted that usually industrial revenue bonds are approved to create jobs locally, but that in the case of Oliver Rubber Company, existing jobs at Harrelson would be saved. On motion of Thurman Hogan, seconded by Bill Boyd, the Board of Commissioners unanimously approved, in principle, Oliver's request for $5,000,000 in industrial revenue bonds. William Ivey presented Bob Libber, representative of Cleveland Twist Drill, subsidiary of Acme -Cleveland of Cleveland, Ohio, who asked the Board of Commis- sioners for preliminary approval for industrial revenue bonds. Mr. Libber will be plant manager in the Asheboro plant, which will be in operation by December 15, 1982, and will employ 85-100 people the first year. By the end of 1985, total employment will be between 200 and 250. On motion of Kenyon Davidson, seconded by Bill Boyd, the Board of Commissioners unanimously approved, in principle, Cleveland Twist Drill's request for $3.4 million of industrial revenue bonds. A copy of all Industrial Bond proceedings is attached hereto and is incorporated by reference. On motion of Richard Petty, seconded by Thurman Hogan, the Board of Commissioners unanimously approved a resolution to proclaim December 5, 1982, as John Lawrence Day in Randolph County. A copy of this resolution is included by reference. On motion of Bill Boyd, seconded by Kenyon Davidson, the Board of Commissioners meeting was adjourned.
