BOARD OF COMMISSION
JULY 23, 1990
The Randolph County Board of Commissioners met in special session in
Courtroom B in the Randolph County Courthouse at 7:00 p.m. on July 23, 1990 to
conduct a public hearing and approval in principal for Industrial Revenue Bond
Issue for Wayne Steel, Inc. Commissioners Frye, Davidson, Petty and Comer were
present. Commissioner Langley was absent.
Bill Ivey, attorney for the Industrial Bond Authority, distributed a
proposed resolution to the commissioners and answered questions from the Board
of Wayne Steel, Inc.
Jim Lilly, attorney for Wayne Steel, Inc. answered questions from the Board
including the proposed location which is on Hwy 311 at the intersection of Hwy
220 and Hwy 311.
Tom Shapiro, President of Wayne Steel, Inc., spoke briefly of the company's
history and its product.
Walter Sprouse, President of the Randolph County Economic Development
Corporation, spoke in favor of Wayne Steel locating in Randolph County.
After Chairman Frye asked for any other public comment a motion was made by
Petty, and seconded by Comer, that the Public Hearing be closed.
After the resolution had been read at length by the Board a motion was made
by Petty, and seconded by Davidson, that the resolution be adopted. Copy is
included by reference.
Bill Ivey stated that this was a preliminary approval, and that the Board
would need to give final approval following the State application process.

Chairman Frye recessed the meeting in order to change the meeting location to
the Randolph County Office Building.

At 7:55 p.m. the Board reconvened to discuss the Construction Control
Corporation/Architect Contract for the new jail project and the PTCOG Regional
Advisory Committee on Transportation appointments. Commissioners Frye, Comer,
Petty, Davidson and Langley were present.
Appointments to the PTCOG Regional Advisory Committee on Transportation
On motion of Comer, seconded by Petty, the Board approved the appointments
of Hal Johnson, Randolph County Planning and Zoning Director, and Don Hancock,
Mayor of Archdale, to the PTCOG Regional Advisory Committee on Transportation.
Executive Session — Contracts with O'Brien/Atkins and Construction Control Corp.
On motion of Davidson, seconded by Langley, the Board voted to go into
executive session to discuss contracts with O'Brien/Atkins and Construction
Control Corporation.

At 10:05 p.m., the Board came out of executive session. On motion of
Petty, seconded by Comer, the Board voted that the County enter into a contract
with Construction Control Corporation to serve as jail project manager in the
construction phase including final inspection. The fee for this service is to
be $90,000 including reimbursables paid in equal monthly installments over the
projected 21 -month construction period subject to the County's approval of the
final terms of the contract between the County and Construction Control
Corporation.
