MINUTES
June 12, 1990
The Randolph County Board of Commissioners met in special session at 7:00
p.m. on June 12, 1990, in the Commissioners Meeting Room, Randolph County Office
Building, Asheboro, NC. The purpose of the meeting was to hear various
department heads present information on their requested budgets. Commissioners
Frye, Langley and Comer were present. Commissioners Davidson and Petty were
absent.
Library
Nancy Brenner said she was requesting more in the books line item because
they ran out of funds for that item this year. She discussed the town library
grants and her request to the City of Asheboro for funding in the amount of
$143,000 for books, insurance, painting the outside of the building, and paving a
parking lot the City purchased for the library last year.
Building Inspections
Bill McDaniel stated that his only increase is for 2 replacement vehicles
and 2 radios.
Register of Deeds
Ann Shaw said she plans to apply for a state grant to purchase an optimizer
which was cut from her requested budget. Her biggest increase, which is for
maintenance of equipment, will be phased out this year as that equipment is
replaced.
Elections
Maria Bliss noted part-time salaries will increase because of extra work
that will be required with new precinct maps this next year. Rent will be
deleted since all voting machines are now stored on County property.
Planning and Zoning
Hal Johnson said 2 temporary employees will be needed to install road signs
that will be coming from the state soon. He requested an additional property
development technician and a graphics terminal.
Agricultural Extension
Dick Peterson said that the computer system requested would be obtained
through a matching grant.
Emergency Services
Neil Allen stated that travel increase was to cover schooling for the new
fire inspector. He also noted that salary for the 911 coordinator was allocated
for 6 months only. He spoke in support of an ambulance station for Randleman.
Maintenance
Lee Croce advised the Board that he would need Building Inspections' 2 old
trucks for road sign installation if the Board allows Inspections to purchase 2
new trucks. He outlined a proposal he and Mr. Willis have been working on to
contract cleaning services for the McDowell Center, as is being done for the
Randolph County Office Building.

Mr. Willis stated that Clark's Janitorial Service, who has the contract for
the Randolph County Office Building, has agreed to contract for both buildings
with no fee increase for two years. Mr. Clark would need to get the contract
immediately so that he would have time to purchase equipment and hire employees
to be ready to begin July 1.
On motion of Langley, seconded by Comer, the Board approved a contract for
Clark's Janitorial Service for the McDowell Center and the County Office
Building, to run from July 1, 1990 through June 30, 1992, at a monthly amount of
$3,488.50.
Computer Services
Tom Wassack informed the Board that RFP's for the new computer system are to
be in by June 27.
