020591sRANDOLPH COUNTY BOARD OF COMMISSIONERS February 5, 1991 Minutes The Randolph County Board of Commissioners met in special session at 7:00 p.m. on February 5, 1991 in the Employee Breakroom of the Randolph County Office Building, 707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson, Langley and Comer were present. Commissioner Petty was absent. The purpose of this meeting was to receive the final report from Carter Goble Associates on the architectural and operational programming for the proposed new law enforcement center. Change Regular March Meeting Date County Manager Frank Willis advised the Board that because of the County's involvement with Standard & Poor's and Moody's the week of February 25, there would not be adequate time to prepare the agenda for the Commissioners' March 4 meeting. On motion of Davidson, seconded by Langley, the Board changed their regular March meeting from the 4th to the 11th. Carter Goble Final Report on Law Enforcement Center Bob Goble detailed changes made in the architectural and operational program since their last report to the Board. These changes included enlarging intake cells from 50 square feet to 70 so they could be used as lock down cells and adding an evidence storage building to the plan. Mr. Goble said he had updated data for average daily population, monthly admissions, and average length of stay for the current jail. He pointed out that cost estimates for this proposed program of work show a per bed cost of $29,000, while the national average is $50,000. Tom Ritter, Chief of Jails and Detention Branch, Department of Human Resources, told Commissioners that they must act quickly to make this jail a reality because the existing jail is antiquated, does not comply with many of the state standards, and has almost inhumane conditions. He cautioned that Legal Services is also monitoring this situation and that the County may have a lawsuit any time because of this jail. Mr. Ritter said that if Randolph County comes under court order to build a new jail, costs will be higher and the court will. be in control of the project, not the Commissioners. Ed Watson of Construction Control Corporation, working in conjunction with Carter Goble, discussed a possible design and construction schedule and preliminary budget estimates. Sheriff Litchard Hurley reiterated Mr. Ritter's statements about being under court order to build a jail. Special Meeting Date Set The Board set a special meeting date for February 21 to make a decision on the Seagrove-Ulah Metropolitan Water District request and on the Carter Goble final report for the law enforcement center. Adjournment On motion of Davidson, seconded by Langley, the Board adjourned.
