BOARD OF COMMISSIONERS
June 11, 1991 Minutes
The Randolph County Board of Commissioners met in special session at 6:30
p.m. on June 11, 1991 in the Commissioners Meeting Room, County Office Building,
707 McDowell Road, Asheboro, to hear budget requests. Commissioners Frye,
Davidson, Langley and Comer were present. Commissioner Petty was absent.
Personnel
Hal Scott requested a clerical position to assist the personnel technician
and who could also act as receptionist for the sixteen people in the
administration area and do some bookkeeping for the finance office.
Planning and Zoning
Hal Johnson explained the new central permitting system which will become
operational by mid-September. He noted that all capital outlay requests are for
computers for the new system.
Building Inspections
Bill McDaniel stated that his capital outlay request is for a counter to be
built at the Archdale Inspections office for the central permitting computer
equipment.
Computer Services
Annette Lineberry reported that the new computer system is operational and
that all conversions have been completed. She discussed the reorganization of her
department due to 911 and said that employees are currently working on permanent
street numbers.
Health
MiMi Cooper discussed problems with possible state cuts from their budget,
especially in the area of communicable disease, which has seen a tremendous
increase in the last year or so.
911 - Emergency Telephone System Fund
Frank Willis stated that this project will take several years to complete and
that this next year will be spent finishing road signs and permanent addressing.
The $1.00 surcharge on all telephone bills will produce enough revenue to pay for
these budgeted items. Mr. Willis said that renovation project for housing 911
central communications would be overseen by Bill McDaniel, Chief Building
Inspector.
Administration
Frank Willis reported that increases in insurance and bonds account for most
of the increase in the Administration budget. The amount budgeted for the
countywide soil survey is down this year because the state will probably reduce
personnel working on this project.
Debt Service
Frank Willis said that the County will make its last payment on the water and
sewer bonds for the NC Zoo in the 91-92 budget year. Principal and interest
payments for the $16 million school bonds are included in the new budget, as are
payments for land purchased at the landfill.
Animal Control Ordinance
On motion. of Davidson, seconded by Langley, the Board adopted AN ORDINANCE
GOVERNING THE GENERAL CONTROL OF RABIES, DOGS AND CATS IN RANDOLPH COUNTY. A copy
of this ordinance is included by reference.
