061791RANDOLPH COUNTY BOARD OF COMMISSIONERS June 17, 1991 Minutes The Randolph County Board of Commissioners met in special session at 2:00 p.m. on June 17, 1991 in the Commissioners Meeting Room, County Office Building, 707 McDowell Road, Asheboro, to hear budget requests. Commissioners Frye, Davidson, Langley, and Comer were present. Commissioner Petty was absent. Asheboro City Schools Marilyn Fowler, Chairman of the Asheboro Board of Education, gave an overview of their requested budget, stating that it represents a 2.6% increase over this year's budget. Dr. Bob Gordon, Superintendent, discussed implications of state funding cuts. Randolph County Schools Dr. George Fleetwood, Superintendent, presented highlights of their requested budget, stating that their greatest concerns are that their continuation budget is below what was requested and they are anticipating another $1.2 million cut from the state. Mental Health Louise Galloway discussed state cuts in mental health funding, the new Pioneer funding that goes into effect July 1, and the increasing response time they are experiencing with child and geriatric services. Ms. Galloway also stated that a branch clinic is needed in the Archdale -Trinity area Beulah Tote of the Mental Health Association spoke in support of Ms. Galloway's comments. Regional Consolidated Services Candy Rudinski explained that Regional Consolidated Services is a non-profit organization offering homemaker/home health aide services, respite care, and weatherization services. They receive some state and federal funds, United Way funds, some client fees, and private contributions, but they are not reimbursed by Medicaid or health insurance companies. RCS provides personal care services which are not duplicated by Social Services chore workers or by Public Health home health aides, and most of their clients are low-income individuals without financial resources or family help. Ms. Rudinski pointed out that with these personal care services, many elderly clients can remain in their own homes instead of going into nursing homes, which would be much more costly to the taxpayers. She noted that RCS had never requested funds from the County before, but she said they need $9,000 to offset their budget deficit in order to continue providing these services. The meeting recessed at 5:30 p.m. Public Hearing - 1991-92 Budget At 7:00 p.m. the Board reconvened for a duly advertised public hearing on the 1991-92 budget. Chairman Frye made opening remarks concerning uncertainties with state funding which will affect the County's budget. He discussed the possibility of the Board's adopting an interim budget until the General Assembly makes its funding decisions. Public Comments on the Budget Louise Galloway asked a question concerning the interim budget. Johnny Harvell, Chairman of the Hospice Vision Quest Campaign, asked the Board to consider a five-year pledge to their campaign. Max Sink, representing the Health Awareness Committee of the Archdale/Trinity Chamber of Commerce, asked the Board to consider placing a facility in Archdale for Social Services, Mental Health, and Public Health services. Don Hancock of Archdale also spoke in support of a satellite office in Archdale for human services. Additionally, he asked for more equitable funding from the County for the Archdale Library. Resignation of Library Director Chairman Frye announced that Nancy Brenner, County Library Director, had resigned and that the County has advertised the position and will recruit someone with strong administrative skills. He said there may be some reorganization in the library system after a new director is hired. Adjournment On motion of Davidson, seconded by Langley, the Board adjourned.
