BOARD OF COMMISSIONERS
July 23, 1991 Minutes
The Randolph County Board of Commissioners met in special session at 6:00
p.m. on July 23, 1991. Commissioners Frye, Davidson, Petty and Comer were
present. Commissioner Langley was absent.
Chairman Frye announced that the first item on the agenda, Soil and Water
Conservation request for retirement funds, had been withdrawn.
Adoption of 1991-92 Budget
Mary Wade, President -Elect of the Archdale -Trinity Chamber of Commerce,
stated that Archdale is still interested in having Mental Health offices in that
area.
Louise Calloway, Mental Health Director, stated that she has a phone system,
some furniture and two vacant positions she is saving for Archdale.
Dr. George Fleetwood, Superintendent of Randolph County Schools, expressed
appreciation for the Board's financial support of education.
Chairman Frye stated that the Board would like to pledge $25,000 to Hospice
at $5,000 per year and that they would like a plaque put up at Hospice in memory
of late Commissioner Clinton Comer.
On motion of Davidson, seconded by Petty, the Board voted to adopt the
1991-92 Budget Ordinance, setting the property tax rate at 57.200 and the dog
license fee at $3.50, and increasing revenue projections by $182,885, to be used
as follows:
$ 5,715 - Board of Elections
6,000 - Influenza Project
50,000 - Contract with Tax Equity Consultants
Sheriff's Department trade of 2 cars for 2 new employees
5,000 - Hospice
5,000 - Regional Consolidated Services
111,170 - 2% salary increase starting January 1, 1992 for County employees and
Mental Health

School District Tax Rates
On motion of Petty, seconded by Comer, the Board set the Archdale -Trinity
School District tax rate at lOC•
On motion of Davidson, seconded by Petty, the Board set the Asheboro School
District tax rate at 14.50.
On motion of Petty, seconded by Comer, the Board set the fire district tax
rates as follows: Bennett, 5C; Climax, 100; Coleridge, 9C; Eastside, 6C;
Fairgrove, 4C; Farmer, 7C; Franklinville, 8C; Guil-Rand, 100; Julian, 100; Level
Cross, 8C; Northeast, 7C; Randleman, 9C; Seagrove, 100; Sophia, 100; Southwest,
IOC; Staley, 100; Tabernacle, 10c; Ulah, 7C; Westside, 9C•
Charge to Collect Taxes
On motion of Petty, seconded by Davidson, the Board approved a charge to the
Tax Collector to collect taxes. A copy of the charge is included by reference.

Adoption of Schematic Jail Designs
Ed Watson of Construction Control Corporation and Bill O'Brien and Kenn
Gardner of O'Brien/Atkins Architects outlined proposed cost reduction options in
the schematic design for the law enforcement and detention center, following
earlier instructions from the Commissioners to make changes to reduce the cost.
On motion of Davidson, seconded by Petty, the Board approved the schematic
design and drawings as first presented, with the following changes: fencing in
lieu of masonry walls at truck dock, utility brick in lieu of face brick, standard
bar joist/metal deck construction over dayrooms in lieu of precast concrete deck,
delete concrete in masonry walls between cells of same classification (except
maximum and holding), delete 20 parking spaces. The motion also included approval
for O'Brien/Atkins to proceed with the next phase of design.
