At 5:40 p.m., the Board adjourned to closed session to establish or instruct the staff or agent
concerning the negotiation of the price and terms of a contract concerning the acquisition of real
property, pursuant to NCGS 143-318.11(a)(5). Commissioners Holmes, Frye, Kemp, Lanier and
Haywood were present. Also present were County Manager Richard Wells; Assistant County
Manager/Finance Officer Will Massie; Darren Allen, County Attorney; Aimee Scotton, Associate
County Attorney; and Cheryl Ivey, Clerk to the Board.
Regarding the County's purchase of the property on Balfour Dr. in Archdale, Commissioner Frye
said that he had spoken with Archdale Lion's Club member Roland Albertson about the possibility of
an option to purchase rather than proceeding with the previously agreed upon purchase due to recent
events with the struggling economy. Commissioner Frye said that Mr. Albertson was not agreeable to
an option to purchase after one year, but would consider a 90 -day purchase option with a $10,000 non-
refundable deposit.
Following discussion, Board members agreed that a 90 -day option would not be sufficient. A six-
month option would be better because that might give us enough time to ascertain what impact the
State's budget would have on the County.
Commissioner Frye said that he would contact Mr. Albertson during the recess to inquire if the
Lion's Club would consider a six-month option and report back to the Board in another closed session
after the zoning public hearings.
At 6:10 p.m., on motion of Frye, seconded by Kemp, the Board voted unanimously to return to
regular session.
