c010509-Lions club bldgJanuary 5, 2009—Closed Session—Lion's Club Building At 6:16 p.m., the Board adjourned to closed session to establish or instruct the staff or agent concerning the negotiation of the price and terms of a contract concerning the acquisition of real property, pursuant to NCGS 143-318.11(a)(5). Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Assistant County Manager/Finance Officer Will Massie; Darren Allen, County Attorney; and Cheryl Ivey, Clerk to the Board. Commissioner Frye said that he had been approached by the Archdale Lion's Club about the possibility of the County buying their building located at 213 Balfour Drive in Archdale. The approximately 5,000 sq. ft. building is on a one -acre lot and has ample parking (about 70 spaces). He said that the tax value is about $485,000, but that they would be willing to sell it to the County for $410,000 and would agree to allow the County to spread the payments over four years. Commissioner Frye also said that currently, the Archdale Chamber of Commerce leases office space in that building and had declined their right of first refusal on their purchase of the property. However, the Chamber wishes to remain in the building and would be willing to pay rent for their space, which would probably pay for the building's utility costs. Commissioner Frye and County Manager Richard Wells said that the building would be a great location for satellite offices in Archdale for Social Services and the Health Department's WIC program. Currently, these programs are operating out of a church in Archdale. The Lion's Club building would provide a secure and permanent office where data lines could be installed and would better serve area citizens. The Commissioners agreed that the building, which is located near our County building also on Balfour Drive that houses our satellite Building Inspections and Sheriffs Department offices, would provide much needed office space in Archdale for County services. They decided to pursue a proposal to the Lion's Club for purchase of the building and would vote to do so in open session. At 6:28 p.m., on motion of Haywood, seconded by Kemp, the Board voted unanimously to return to regular session. J. Harold Holmes, Chairman Darrell L.
