At 8:20 p.m., the Randolph County Board of Commissioners, already in closed session on another
matter, began discussion on a different matter to consider the qualifications, competence, performance,
condition of appointment of a public officer or employee or prospective public officer or employee,
pursuant to N.C.G.S. 143-318.11(a)(6). Commissioners Holmes, Frye, Kemp, Lanier and Haywood
were present, as well as County Manager Richard Wells, Assistant County Manager/Finance Officer
Will Massie, County Attorney Darren Allen, and Clerk to the Board Cheryl Ivey.
Commissioner Frye questioned the method that is being used to select candidates to fill vacancies on
the Tourism Development Authority (TDA) Board, citing concern that the TDA Board was not being
made aware of these candidates. Therefore, Commissioner Frye asked the County Manager to speak
with TDA Director Tammy O'Kelley to make sure she is aware of her responsibility to keep the TDA
Board informed about potential members who will be recommended to the County Commissioners for
consideration of appointment to the TDA Board.
At 8:32 p.m., on motion of Frye, seconded by Haywood, the Board voted unanimously to end closed
session and return to regular session.
