At 5:25 p.m., the Board, already in closed session on another matter, began discussion on a
different matter to establish or instruct the staff or agent concerning the negotiation of the price and
terms of a contract concerning the acquisition of real property, pursuant to NCGS 143-318.11(a)(5).
Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County
Manager Richard Wells; Assistant County Manager/Finance Officer Will Massie; Darren Allen,
County Attorney; Aimee Scotton, Associate County Attorney; David Townsend, III, Public Works
Director and Cheryl Ivey, Clerk to the Board.
Commissioner Kemp said that eight parcels of land must be purchased by the County before
NCDOT can begin the Mack Lineberry Road realignment project near Providence Grove High School.
Funds from the Providence Grove High Construction Project Contingency Fund will be used to buy
these properties. Six of the parcels are very small and are being used for off-site septic systems. The
other two parcels contain houses.
The Board members authorized Commissioner Kemp to continue working with Attorney Ricky
Cox in negotiating with the property owners for purchase of these parcels of land, with the formal
offers to purchase subject to approval by the Board of Commissioners in open session.
At 5:40 p.m., on motion of Frye, seconded by Haywood, the Board voted unanimously to return to
regular session.
