c020606II_Project Stringer_Closed Session II (Project Stringer) — February 6, 2006
At 6:15 p.m. the Board, already in closed session on another matter, began discussion on a
different matter to discuss matters relating to the location or expansion of business in the area, pursuant
to NCGS 143-318.11(a)(4). Commissioners Holmes, Kemp, Frye, Lanier, and Davis were present, as
well as County Manager Frank Willis; Cheryl Ivey, Deputy Clerk to the Board; Alan Pugh, County
Attorney; Aimee Scotton, Associate County Attorney; Richard Wells, County Manager in Transition;
Will Massie, Assistant County Manager; and Bonnie Renfro, Executive Director of the Randolph
County Economic Development Corporation.
Bonnie Renfro told the Board about an unnamed company that is a sporting goods manufacturer
purchasing existing businesses in New England. The project is contingent on a successful purchase with
transaction scheduled to close within 30 days. The company would relocate existing operations to
somewhere in the Southeast and is considering communities in Randolph County, Lancaster and York
Counties, South Carolina, and the Atlanta area in Georgia. Their key considerations are cost, proximity
to suppliers, and workforce availability. They are considering a 30 -acre site in Archdale on Surrett Drive
on which to invest $4 million in real property and $2-3 million in equipment (new and relocated). They
project 100-250 new jobs within 2-4 years with a wage range of $10-$15/hour depending on job
classification.
Ms. Renfro presented the following incentive proposal and stated that she would report back to
the Board at a later date on the status of this project:
Randolph County:
City of Archdale:
State of North Carolina:
$65,000 over 3 years
$65,000 over 3 years
