At 5:40 p.m. the Board adjourned to closed session to discuss matters relating to the location or
expansion of business in the area served by the Board, pursuant to NCGS 143-318.11(a)(4). Commissioners
Kemp, Frye, Davis, Holmes, and Mason were present. Also present were County Manager, Frank Willis; Clerk
to the Board, Alice Dawson; County Attorney, Alan Pugh; Aimee Scotton, Staff Attorney; Bonnie Renfro,
President of Randolph County Economic Development Corporation; and David Townsend, III, Public Works
Director.
Ms. Renfro told the Board that she had been meeting for several months with Wilderness
Systems/Confluence Holdings, an existing industry in the Glenola area. She said they have an impressive
record of expansion since their initial location in the county in 1997. They are currently unable to expand their
business further due to the inability to expand their on-site wastewater system. They can't find any suitable
soils for a septic system. The company is requesting CDBG assistance to install a force main to connect to the
Archdale wastewater system. The County would have to be the applicant. This is contingent on Archdale's
willingness to accept Wilderness as an outside customer and the state's approval of CDBG eligibility. The
project would require a 2.5 -mile force main, at an approximate cost of $800,000. Their new investment would
be $6,000,000, and 100 new jobs would be created.
Ms. Renfro stated that a CDBG application requires two public hearings. For the first one, we would
not have to name the company or the amount of money involved.
The Board discussed this request and agreed to set a public hearing on the CDBG application for 6:00
p.m. on December 4, 2000.
On motion of Frye, seconded by Davis, the Board adjourned their closed session at 6:05 p.m. and
returned to regular session.
