At 4:22 p.m. the Board went into closed session to discuss matters relating to the location or
expansion of business in the area served by the Board, pursuant to NCGS 143-318.11(a)(4).
Commissioners Frye, Kemp, Holmes, Davis, and Mason were present. Also present were Frank
Willis, County Manager; Alice Dawson, Clerk to the Board; Aimee Scotton, Staff Attorney; David
Townsend, III, Public Works Director; Walter Sprouse and Bonnie Renfro, Randolph County
Economic Development Corporation.
Walter Sprouse told the Board that he needed this opportunity to update them on projects he
and his staff are currently working on. No decisions need to be made on anything today.
Mr. Sprouse stated that Cleair is looking at an available site on Marlboro Church Road. It
would probably cost over $800,000 to run water to this site, from Timken up Hwy 311, about 4
miles. They are also looking at a 76 -acre site near the Randleman Lake. Cleair would have two
manufacturing facilities, with a total investment of $35,000,000 to $45,000,000.
Ms. Renfro stated that Ramtex is planning a new state-of-the-art weaving operation and
100,000 square feet of new construction. They will need 35-50 acres for the new operation and for
future expansion. One possible site has been found off Commonwealth Road in Randleman. A
second possible site, which has Thomasville water and sewer available, has been found near the
Davidson County line. Ms. Renfro said Ramtex is considering sites in six counties located within 50
miles of their current Ramseur plant. They may request assistance with infrastructure to support
250,000 gpd water/sewer, road access improvements, and potential site acquisition.
Ms. Renfro also reported that Ultra Craft, located in Liberty, is considering manufacturing
capacity expansion, either at the existing facility or in the Northeast, Florida, or the West Coast.
They may request assistance with industrial road access.
Closed session ended at 5:20 p.m. and the Board returned to regular session.
