102097October 20, 1997 The Randolph County Board of Commissioners met in special session at 6:30 pm. in the Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC. Commissioners Kemp, Frye, Holmes, Davis, and Mason were present. Joint Meeting with Water Resources Advisory Board David Townsend, Public Works Director, informed the Commissioners that the Water Resources Advisory Board (WRAB) would like to meet with them to share a water study that was done for WRAB on the Northeast portion of Randolph County. This study was prompted by the County Schools' plans to build a new school in this area and to provide water/sewer to the existing school at Grays Chapel. The WRAB hopes this study will serve as a master plan to make sure correct routes for these utilities are selected and adequate sizes of lines are installed, and to prevent lines being installed that do not interconnect for orderly growth of water/sewer in this part of the county. The Board instructed Mr. Townsend to arrange a joint meeting with the WAAB for some time in November. Welfare Reform - Work First Pro -ram The Board discussed their October 6 decision to choose to be a Standard County for the Work First Program. On motion of Frye, seconded by Davis, the Board unanimously voted to reconsider their October 6, 1997 decision to choose to be a Standard County for the Work First Program. On motion of Frye, seconded by Davis, the Board unanimously voted to choose to be an Electing County for the Work First Program. Proposed Zonina Ordinance Amendments Hal Johnson, Planning and Zoning Director, reviewed and explained proposed changes to the County Zoning Ordinance, beginning with Article VI. The Board agreed to hold a public hearing at 7 p.m. on November 24 on the section dealing with shooting ranges because of the interest this subject has generated. A public hearing date forthe remainder of the proposed changes will be set at the Board's November 3 meeting. The meeting adjourned at 8:30 p.m.
