The Randolph County Board of Commissioners met in special session at 6:30 p.m. in the
Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC.
Commissioners Kemp, Frye, Davis, Holmes, and Mason were present.
Award Contract for Elevator for Randolph County Office Building
David Townsend, Public Works Director, advised the Board that when the County originally
sent out requests for bids on this elevator project, a completion date of November 1, 1997 was
specified. All the contractors who received this information advised Larry Austin, the project
architect, that they could not bid the job with that completion date. Therefore, Mr. Austin issued an
addendum to the contractors specifying a new completion date of December 1, 1997. The County
received six bids on this project, as follows:
Dunbar & Smith, Inc. of High Point $132,940
Alderman Brothers Construction of Mt. Airy 136,000
W. T. Lawrence, Inc. of Durham 137,000
Brooks General Contractor of Greensboro 142,533
Troxell Construction Co. of Winston Salem 147,700
Hodgin Construction Co. of Greensboro 166,762
Mr. Townsend noted that even though Dunbar & Smith submitted the lowest bid, they qualified their
bid stating they could not meet project completion date. Since they notified the County of this
condition before the contract is awarded, the County could not charge liquidated damages. Taking
into consideration quality, performance and the time specified in the proposals, the lowest responsible
bidder was Alderman Brothers Construction. They have stated that they will be able to complete the
project by the December 1 deadline.
On motion of Holmes, seconded by Frye, the Board unanimously approved awarding the
contract to Alderman Brothers Construction for $136, 000.
Architectural Presentations for Courthouse Additions/Renovations Proiect
David Townsend introduced the four architectural firms who were selected by the ad hoc
selection committee (made up of David Townsend, Frank Willis, Bill McDaniel, Lee Groce, Alan
Pugh, and Judge Bill Neely) to make presentations to the County Commissioners. These firms were
Grier -Fripp Architects of Charlotte, Hayes, Seay, Mattern & Mattern of Greensboro, J. Hyatt
Hammond Associates, Inc. of Greensboro, and Moser Mayer Phoenix Associates, P.A. of
Greensboro.
Following the presentations, County Manager Frank Willis explained that the process of
choosing an architect would include 1) ranking the firms heard tonight, 2) negotiating costs, and 3)
working out a contract agreeable to both parties. David Townsend stated that he had checked
references given by the firms and that they were all good. He added that once an architect is hired,
his first priority will be space allocation, then developing a master plan with a minimum of 3 options.
The Board discussed the presentations and agreed to delay the selection of an architect firm
until the September 2 meeting. The meeting adjourned at 9:20 p.m.
