120296December 2, 1996 The Randolph County Board of Commissioners met in regular session at 4:00 p.m. in the Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC. Commissioners Kemp, Frye, Davis, Holmes, and Comer were present. Invocation was given by Rev. Dale Tanner, Department of Social Services. Recognitions Chairman Kemp welcomed Patty Cooper as the new manager of Cablevision's Asheboro office and bid farewell to Bert Kennedy, former manager who is moving to the Greensboro Division office. He also welcomed new Greensboro News and Record reporter Tony Hall and welcomed back Courier -Tribune reporter Norman Hines. Approval of Minutes On motion of Frye, seconded by Holmes, the Board unanimously approved the regular and closed session minutes from the November 4 meeting. Presentations On behalf of the Board, Chairman Kemp presented a retirement plaque to Jim Martin of the Health Department (27 1/2 years) and Margaret Nance of the Elections Department (part-time since 1976 and full-time since 1991). On behalf of the Board, Chairman Kemp read and presented a resolution of appreciation (ATTACHED) to Martha Comer, outgoing Commissioner. Sheriff Hurley, on behalf of the Sheriff's Department, presented a plaque of appreciation to Mrs. Comer. Oaths of Office Administered Superior Court Judge Russell G. Walker, Jr. administered the Oath of Office to incumbent County Commissioner Phillip D. Kemp, newly elected County Commissioner Robert O. Mason, and newly elected Soil and Water Conservation District Supervisor William T. Alston. Adiournment of Old Board/Seating of New Board Chairman Kemp adjourned the old Board, and the new Board was seated. Commissioners Kemp, Frye, Davis, Holmes, and Mason were present. Elections/Appointments On motion of Frye, seconded by Holmes, the Board unanimously elected Phil Kemp as Chairman. On motion of Holmes, seconded by Davis, the Board unanimously elected Darrell Frye as Vice Chairman. On motion of Frye, seconded by Davis, the Board unanimously made the following appointments: County Attorney, Alan Pugh; Clerk to the Board, Alice Dawson; Deputy Clerk to the Board, Cheryl Ivey; representative to the Board of Health, Robert Davis; representative to the Mental Health Board, Robert Mason; representative to theSocial Services Board, Harold Holmes; delegate to PTCOG, Darrell Frye; representative to the High Point Transportation Advisory Board, Darrell Frye. Consent Agenda On motion of Holmes, seconded by Davis, the Board unanimously approved the consent agenda, as follows: • approve resolutions (ATTACHED) adding Friendly Lane and Sawyer Road Extension to the State System of Roads ; • reappoint Sandra Martin and Bruce Tinkler to the Board of Health (3 yrs); • reappoint Ted Hollingsworth to the Randleman Planning and Zoning Board (2 yrs); • reappoint Larry Black to the Seagrove-Ulah Metropolitan Water Authority (3 yrs); • approve a resolution (ATTACHED) releasing state funds to PTCOG. Bid Award - Library Automation Proiect Jane Leonard, Deputy Finance Officer, reported that bids had been opened for the automated library system for the Randolp County Public Library. Because of the technical nature of the system, the County hired a consultant to write the specifications. Richard Wells, Library Director, explained that the County could have used the Data Processing Department's 6 -year-old IBM RISC 6000 computer as the main frame for this system, so use of this old computer was bid as an alternate to purchasing a new computer. Bids were received as follows: Use Old Computer Use New Computer Cost of New Computer SIRSI $236,868 $267,189 $30,321 AMERITECH $304,262 $332,083 $27,821 GEAC Not Available $339,132 N/A INNOVATIVE INTERFACES $335,918 $380,588 $44,670 Mr. Wells stated that the low bid, which was from SIRSI, does not meet bid specifications because the specifications required a "turnkey" system; SIRSI proposed to ship equipment to the Library for staff to set up. Also SIRSI did not agree to accept the governing authority of the N.C. General Statutes and refused to provide company financial data as required. Mr. Wells recommended awarding the contract to AMERITECH at $332,083, which includes the purchase of a new computer. This is the lowest bid that met the specifications, and this alternate gives the Library newer and faster technology with a longer life expectancy for a very low price. Parts from the old computer can beredistributed to other County computers, giving the County far greater benefits than could be purchased with the same $27,821. Mr. Wells reported that out of 124 applications for State Library grants totaling $1,784,000, Randolph County was awarded $100,000, to be used to help offset the cost of this automation.
