062695Commissioners Budget Meeting - June 26, 1995
The Randolph County Board of Commissioners met in special session at 6:30 p.m., June 26,
1995, Commissioners Meeting Room, 725 McDowell Road, Asheboro, NC. Commissioners Kemp,
Frye, Comer, Holmes, and Davis were present.
School and Fire District Tax Rates
On motion of Frye, seconded by Comer, the Board unanimously approved the requested rates
for supplemental school and fire district taxes (ATTACHED).
Award Contract for Painting Courthouse
Frank Willis, County Manager, reported that the Courthouse has not been painted since 1983
and that Lee Groce, Maintenance Supervisor, has accepted informal bids for painting it in late
summer. Bids were received as follows:
Collins Painting Systems, Inc. $24,271.00
G. R. Swink Painting Company 29,970.00
East Coast Custom 24,825.00
McKenzie Paint Contracting 42,000.00
Mr. Groce checked references on the low bidder, Collins Painting Systems, and received a good
report.
On motion of Holmes, seconded by Davis, the Board unanimously approved awarding the bid
to Collins Painting Systems.
1995-96 Tipping Fees
David Townsend, Public Works Director, stated that his proposed budget is based on the
following tipping fee rates:

20.00/ton (up from 15.00)

On motion of Davis, seconded by Frye, the Board unanimously approved the recommended
tipping fee rates.
Reappraisal Resolution
The Board discussed whether to hold the next reappraisal in 1997 or 2001. It was their
consensus that citizens are opposed to holding the next reappraisal earlier than 2001.
On motion of Frye, seconded by Holmes, the Board unanimously adopted a resolution
(ATTACHED) which makes the next required reappraisal effective January 1, 2001, to be done with
existing County staff, and eliminates the Reappraisal Fund as of July 1, 1995.
Asheboro City Schools Resolution
The Board discussed the concerns of the Asheboro City Schools Board of Education relative
to their immediate and near -future construction needs. They are concerned that their needs will not
be addressed by the County because of the County's commitment to fund $26,000,000 for
construction projects for the Randolph County Schools. The School Board has developed a five-
year schedule for implementation of their construction needs, which would require a total
commitment from the County of $2,250,000 over the five-year period.
On motion of Holmes, seconded by Frye, the Board unanimously adopted a resolution
(ATTACHED) which commits the following amounts: 95-96--$500,000; 96-97--$750,000; 97-98-
$500,000; 98-99--$250,000; 99-00--$250,000.
Adoption of 1995-96 Budget
County Manager Frank Willis stated that by giving the Asheboro City Schools $500,000 for
the 95-96 fiscal year rather than the proposed $250,000, there is now a shortfall of $250,000 in his
proposed budget. He distributed a list (ATTACHED) of amendments to revenues and expenses that
details how the shortfall could be made up. The list also incorporates $40,969 of grant funds not
previously accounted for.
On motion of Frye, seconded by Comer, the Board unanimously adopted the 1995-96 budget
ordinance (ATTACHED), which totals $45,849,582.

Having no further business, the Board adjourned at 7:55 p.m.
