C071095Closed Session Minutes - July 10, 1995 At 8:30 p.m. the Board went into closed session to discuss matters relating to the location or expansion of business, pursuant to NCGS 143-318.11(a)(4). Commissioners Kemp, Frye, Comer, Davis and Holmes were present. Also present were Alice Dawson, Clerk to the Board; Ed Gavin, County Attorney; and Walter Sprouse, Executive Director of the Randolph County Economic Development Corporation. Mr. Sprouse gave an update on Times Fiber Communications, who is interested in purchasing a particular piece of property south of Liberty for the construction of a new facility. It is estimated that extending water and sewer to the site will cost $540,000. The Town of Liberty has committed $230,000 for this project, and the County has agreed to pay $130,000. Mr. Sprouse said he is applying for a $200,000 state grant from the Industrial Development Competitive Fund to cover the remaining costs. If the General Assembly cuts this fund significantly, we may not get the money and, therefore, not be able to do the project. Mr. Sprouse also said that the Economic Development Corporation is making the rezoning request on behalf of the owner of the property that Times Fiber wants to purchase. It is currently zoned residential agricultural. On motion of Frye, seconded by Comer, the Board unanimously voted to go back into regular session at 8:45 p.m.
