C080795Closed Session Minutes - August 7, 1995 At 5:50 p.m. the Board went into closed session to discuss the acquisition of real property, pursuant to NCGS 143-318.11(a)(5). Commissioners Kemp, Frye, Comer, Davis and Holmes were present. Also present were Frank Willis, County Manager; Alan Pugh, County Attorney; Alice Dawson, Clerk to the Board; and Billy Chilton, Tax Assessor. Chairman Kemp stated that Centura's agent has been negotiating with Frank Willis, County Manager, and it appears that Centura may be willing to accept an offer of $500,000 from the County for the bank building across from the Courthouse. What Mr. Willis has proposed is that the County pay 5% earnest money and to have 60 days to study the feasibility of purchasing, renovating, and using the property. At the end of the 60 days this money will be returned if the County decides for any reason it does not wish to purchase the building. Mr. Willis stated that Chairman Kemp had asked the staff to look for a common sense architectural firm to study the Courthouse's space and related problems. He reported that Grier - Fripp Architects of Charlotte has worked on similar projects for several other counties in North Carolina and that this firm has submitted a proposal to study the feasibility of purchasing Centura and outlining various options as to which agency(ies) at the Courthouse could best use this space. Their proposal is for $13,850 and would take about a month to complete. Mr. Willis said that money to purchase Centura could come from fund balance because the County had a very good year and the fund balance would be increasing and because of accounting changes. Chairman Kemp suggested having the architects check air quality problems at the Courthouse. Closed session ended at 6:55 p.m. Phil Kemp, Chairman Darrell L.
