C100295Closed session Minutes - October 2, 1995 At 8:40 p.m. the Board went into closed session to discuss matters relating to the negotiation of the price and terms of a contract concerning the acquisi- tion of real property, pursuant to NCGS 143-318.11(a)(5). Commissioners Kemp, Frye, Comer, Holmes, and Davis were present. Also present were Frank Willis, County Manager; Alice Dawson, Clerk to the Board; and Ed Gavin, County Attorney. Chairman Kemp announced that he had been contacted again by the realtor handling the Estelle Allen property located behind the Courthouse. The owners have authorized the realtor to offer this property to the County at its tax value of $88,620. Hal Powell, independent appraiser, appraised this property at $70,565. The Board discussed this offer. on motion of Holmes, seconded by Davis, the Board unanimously agreed that if the Allen property owners were to offer to sell for $70,565, they would accept it. on motion of Frye, seconded by Holmes, the Board unanimously voted at 8:45 p.m. to return to regular session.
