c120312 I (Lava)Closed Session I (Project Lava) December 3, 2012 At 8:30 p.m., the Board convened closed session on a matter relating to the location or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance Officer; Ben Morgan, County Attorney; Aimee Scotton, Associate County Attorney; Cheryl Ivey, Clerk to the Board; and Bonnie Renfro, Randolph County EDC President. Bonnie Renfro reported that Novamelt Americas is considering the purchase and expansion of their existing facility on Uwharrie Street in Trinity. Jowat Corporation is the company's neighbor that currently owns the facility. Novamelt currently has 14 employees plus two contract workers. With the new expansion, the company proposes to hire two employees in 2013, eight employees in 2015 and four more in 2017. The average wage would be $50,656. Ms. Renfro presented the proposed performance-based incentives package: County of Randolph: $28,000 paid over four years ($7,000 in 2014, $7,000 in 2015, $14,000 in 2016) City of Trinity: Apply for $40,000 grant from NC Rural Center for occupied building reuse & provide required match ($2,000) and administration costs of grant State of NC: $30,000 paid over three years, beginning in 2013 Following discussion, the Board agreed that the proposed incentive grant (the County's) was not consistent with other projects for which the County had provided incentive grants in the past.
