c070813 I (Project Ennis-Flint)Closed Session I (Project Ennis Flint) July 8, 2013 At 7:02 p.m., the Board convened closed session on a matter relating to the location or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance Officer; Attorney Barron Thompson (standing in for County Attorney Ben Morgan); Aimee Scotton, Associate County Attorney; Cheryl Ivey, Clerk to the Board; and Bonnie Renfro, Randolph County EDC President. Bonnie Renfro said that Flint Trading Company is a traffic solutions company that produces the specialized paints and coatings used on roads, parking lots, and highways. They have purchased the vacant former TD Custom Coating building located at 4686 Turnpike Court in Turnpike Industrial Park in Trinity in order to relocate and expand their business. Potential and expected investment is $2,000,000 in real property and $3,000,000 in equipment that would be transferred from their current location in Thomasville. Fourteen new and fifteen transferred jobs are projected, with an average wage range from $36,000 to $60,000, depending on the specific job. When seeking their building permit, company representatives learned that the existing septic permit is not sized for the number of employees for their business. And, there is no public sewer at this industrial park. Hence, they are looking for help and options in order to move forward as soon as possible. If delays occur, or no acceptable solution is available, the company will look for an alternate building/location. Ms. Renfro proposed the following for the needed sewer construction project: • Cost estimate $325,000 (8" gravity line that would serve 8 other businesses) • CDBG $120,000 • NC Rural Center Grant $140,000 • Local Matching Funds $ 16,000 ($8,000 from City of Trinity and $8,000 from County) • Company $ 10,000 • Funding gap $ 39,000 (but could possibly qualify for Golden Leaf grant) Ms. Renfro said that the potential gap is the number of low to moderate income hires that would not qualify for CDBG. The State will not issue a pump and haul permit unless Trinity and Randolph County commit to seek grants for a permanent solution. She said that the City of Trinity has set aside $8,000 for the project and will be the applicant for the grants. Following discussion, the consensus of the Board was to consider approval of the proposed incentive of $8,000 to the company for sewer construction following a public hearing on the matter at a future meeting.
