c010614 (sw amb base)Closed Session — Southwest Ambulance Base January 6, 2014 At 6:55 p.m., the Board convened closed session in order to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease, pursuant to [N.C.G.S.143- 318.11(a)(5)(i)]. Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance Officer; County Attorney Ben Morgan; Aimee Scotton, Associate County Attorney; Cheryl Ivey, Clerk to the Board; and Amanda Varner, Deputy Clerk to the Board. County Manager Richard Wells said that Commissioner Lanier has identified a parcel of land in the southwest portion of the county suitable for a new ambulance base. The one -acre site is located on the corner of Strieby Church Road and High Pine Church Road. Commissioner Lanier said that he believed the property owners with whom he has been speaking would offer the land to the County at a reasonable price. Mr. Wells also mentioned that both Donovan Davis, Emergency Services Director, and Deputy Director Lewis Schirloff had visited the site and determined it was a very good location, especially with the probability that another new site would be built soon beside Wheatmore High School in Trinity. The two new sites would essentially yield a 10 -15 -minute ambulance response time to everyone in the southwest area of the county. The consensus of the Board was to direct the County Manager to negotiate with the property owners for the acquisition of the property (action to be taken in open session immediately following this closed session). At 7:05 pm, on motion of Haywood, seconded by Lanier, the Board voted unanimously to end closed session and return to open session. J. Harold Holmes, Chairman Darrell L.
