Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance Officer; County Attorney Ben Morgan; Aimee Scotton, Associate County Attorney; Amanda Varner, Clerk to the Board; Hal Johnson, Planning Director and Bonnie Renfro, Randolph County EDC President. Bonnie Renfro, EDC President, informed the Board that the City of Archdale and Randolph County have set a joint public hearing for October 14 at 6:30 p.m. in the Historic Courthouse at 145 Worth St., Asheboro. The proposed incentive is $66,098 to be shared by the two local governments, Randolph County and Archdale. Ms. Renfro was asked by Commissioner Kemp to talk about the amount proposed for each government. She said the City of Archdale had asked the Board of Commissioners to consider a share based on 50% of new revenues (instead of 50% of the total incentive) from each government over five years. There was discussion about the proposed split with Ms. Renfro noting that she had spoken individually with each of the Commissioners and that four of the commissioners agreed to a revised amount that would equal $45,814 for the County and $20,284 for the City.
